<br />COl\ttfUNITY LAND RESOURCES, INC. <br /> <br />EXPERIENCE AND PERSONNEL <br /> <br />Community Land Resources, Inc., (CLRINC) is a professional services firm <br />specializing in comprehensive planning, implementation, and management. CLRINC <br />staff are experienced in comprehensive planning and municipal ordinance <br />preparation. CLRINC's previous comprehensive planning work has relied heavily <br />on citizen participation as an integral element in goal setting and alternative <br />plan preparation. Moreover, CLRINC emphasizes action through effective <br />ordinances and monitoring to achieve goals and to generate measurable, tangible <br />results. <br /> <br />J. Randolph Hankarner, AICP, President of CLRINC, has a Bachelor of Arts in <br />Urban/Community Planning from Stanford University and a Master of Science in <br />Community and Regional Planning from The University of Texas at Austin. He 1S <br />a charter member of the American Planning Association (APA) and is certified by <br />the American Institute of Certified Planners (AICP). Mr. Hankamer is currently <br />the Director of the Central Texas Section of APA, Chairman of the Texas Chapter <br />APA Legislative Affairs Committee, and a resource person on the Land Use Task <br />Force for the City of Austin Comprehensive Plan (t1Austinplan"). <br /> <br />Mr. Hankarner has had responsibility for comprehensive plans in several Texas <br />cities and has been recognized by the Texas Chapter APA with awards for the <br />City of San Marcos, Texas, Master Plan and the City of Grapevine Comprehensive <br />Master Plan while with Freese and Nichols, Inc, and working under Craig Farmer. <br />The San Marcos Plan was cited by APA for its comprehensiveness, its excellent <br />organization, and its readability. Mr. Hankamer was responsible for outlining <br />the scope of work and the organization of the plan as well as drafting much of <br />the text. He was also responsible for introducing Freese and Nichols to the <br />Nominal Group Process in this planning effort. Mr. Hankarner's role in the <br />pr"eparation of the Grapevine Comprehensive Master Plan was similar to that in <br />San Marcos. <br /> <br />Michael D. Kattermann, AICP, Senior Vice President, has a Bachelor of Science <br />in Urban Planning from Michigan State University and a Master of Science in <br />Community and Regional Planning from the University of Texas at Austin. Mr. <br />Kattermann is a charter member of APA and is certified by AICP. He received the <br />1985 Student Project Award from the American Planning Association Texas Chapter <br />as coauthor of "MUD PUDDLE,'I a computer and role-playing simulation of the <br />municipal utility district creation process. <br /> <br />During his tenure with CLRINC, Mr. Kattermann has been the primary author and <br />senior planner in charge of preparing land use development ordinances, communi- <br />ty development plans and comprehensive plan updates for several of CLRINC's <br />client cities. Past experience has also included an internship with the Capi- <br />tal Area Planning Council as a census data resource person, research projects <br />with the University of Texas at Austin, drafting comprehensive planning legis- <br />lation for the American Planning Association Texas Chapter, and internships <br />with the planning departments of the cities of Austin, Texas, and Lansing, <br />Michigan. <br /> <br />12 <br />
