<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
<br />MARCOS, TEXAS, SETTING FORTH AN ITEMIZED ESTIMATE OF THE
<br />EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE
<br />MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR
<br />BEGINNING ON OCTOBER 1, 1986 AND ENDING ON SEPTEMBER 30,
<br />1987, AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS
<br />AND PURPOSES OF SUCH ESTIMATE; APPROPRIATING t10NEY TO
<br />PAY INTEREST AND PRINCIPAL SINKING FUND REQUIREMENTS
<br />ON ALL INDEBTEDNESS; AMENDING APPROPRIATIONS OF
<br />R E',) EN UE SHARING FUNDS; PROVIDING A SAVINGS CLAUSE
<br />FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN
<br />CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE;
<br />AUTHORIZING LINE ITEM ADJUSTMENTS WITHIN DEPARTMENT
<br />ACCOUNTS WITH THE APPROVAL OF THE CITY MANAGER AS
<br />PROVIDED IN SECTION 8.17 OF THE CHARTER AND DECLARING AN
<br />EMERGENCY.

<br />WHEREAS, Section 8.06 of the Charter of the City of San Marcos,
<br />Texas provides that the City Council of said City shall set a time and
<br />place of publ ic hearing on the proposed budget for the City and shall
<br />cause notice of said hearing and a summary of said budget to be
<br />publ ished in one or more newspapers of general circulation in said
<br />Ci t:q and,
<br />
<br />WHEREAS, the City Council of said City, at its special meeting of
<br />July 28, 1966, set the date of said hearing a.nd directed that
<br />said notice and budget summary be publ ished; and,
<br />
<br />WHEREAS, said notice and budget summary were publ ished in at least
<br />one newspaper of general circulation in said City on August 10, 1986,
<br />a date at least ten (10) days prior to the date set for said publ ic
<br />hearing on the budget for said City for the fiscal year beginning
<br />October 1, 1986 and ending September 30, 1987; and,
<br />
<br />WHEREAS, said publ ic hearing on said budget was held on
<br />August 25, 1986, a time at l,<Jhich all interested persons were given an
<br />opportunity to be heard for or against any item or the amount of any
<br />item contained in said budget; and,
<br />

<br />WHEREAS, at least fourteen (14) days have elapsed since the publ ic
<br />hearing on said budget required by the City Charter; and,
<br />
<br />WHEREAS, Section 8.17 of the City Charter of the City of San
<br />Marcos, Texas, provides that no expenditure can be made for purchases
<br />and contracts executed by the City unless and until the City Manager
<br />certifies that there is to the credit of such department a
<br />sufficient unencumbered appropriation to pay for any suppl ies,
<br />materials, equipment, or contractual services which are requested by
<br />the head of said department; now, therefore,
<br />
<br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:
<br />
<br />SECTION 1. That the appropriations for the fiscal year beginning
<br />October 1, 1986, and ending September 30, 1987, for the different
<br />administrative units and purposes of the City of San Marcos, Texas, be
<br />fixed and determined for said term in accordance with the expenditures
<br />shown in The City of San Marcos Program and Budget 1986-1987, a coPy of
<br />which shall be filed with the person performing the duties of City
<br />Secre tary and wh i ch is i ncorpora ted here i n for all in ten ts and
<br />purposes.

<br />SECTION 2. That The City of San Marcos Program and Budget
<br />1986-1987, as shown in words and figures therein be, and is hereby,
<br />approved in all respects and adopted as the budget for the City of San
<br />Marcos, Texas for the fiscal year beginning October 1, 1986 and ending
<br />September 30, 1987.

<br />SECTION 3. That the distribution and division of the above named
<br />
