That all ordinances and appropriations for which <br />provIsIon has heretofore been made are hereby expressly repealed if in <br />confl ict with the provisions of this ordinance. <br /> <br />SECTION 8. That 1 ine item adjustments within department <br />accounts can be made with the approval of the City Manager as provided <br />in Section 8.17 of the Charter of the City of San Marcos; however, 1 ine <br />item adjustments can only be made between 1 ine items budgeted for <br />SUPPl ies, materials, equipment, or contractual services within one <br />department account. <br /> <br />SECTION 9.
