<br /> ATTACHMENT 1 <br /> STATEMENT OF WORK <br /> I. HSP AUTHORIZATION: This contract implements Task A, PSP <br /> (87)-01-03 of the FY87 Highway Safety Plan. <br /> II. PROBLEM STATEMENT: The city of San Marcos has sub- <br /> mitted a list of roadways to be tested for degrees of non- <br /> compliance with the NMSL. The roadways listed in Attachment 4 <br /> were found to have substantial degrees of non-compliance. <br /> III. OBJECTIVE: <br /> To achieve compliance with 55 MPH speed limit at STEP sites by <br /> the end of the project period. ("Compliance" will be measured <br /> under DOT 23CFR, Part 659.) <br /> IV. RESPONSIBILITIES OF THE CONTRACTOR: The city of San Marcos <br /> (the Contractor) shall: <br /> A. Cooperate with the Texas Transportation Institute in the <br /> selection of enforcement sites and the development of an <br /> operations plan. <br /> B. Carry out the State approved operations plan for the STEP. <br /> C. Create and maintain an operations records system adequate <br /> to satisfy all data collection, monitoring and reporting <br /> requirements of the state. At a minimum, the system must <br /> include a Patrol Officers Daily Report (to be completed by <br /> officers daily) and a Program Performance Report in the <br /> format approved by the State. <br /> D. In addition to STEP enforcement activities, maintain <br /> non-STEP enforcement arrest activities during STEP hours at <br /> not less than the level attained prior to contract appro- <br /> val. <br /> E. Insure that 95% of the hours planned are actually worked, <br /> and that 90% of the enforcement hours for which reimburse- <br /> ment is claimed are spent at STEP sites as specified in <br /> the operational plan. <br /> F. Meet with State personnel at conferences called by the <br /> State with reasonable notice to review progress in enfor- <br /> cement and project administration.
