<br /> Á.ttac'hment l <br /> STATEMENT OF WORK <br /> 1. HSP AUTHORIZATION: <br /> This contract implements Task A, PSP (87)-01-02 of the FYB7 <br /> Highway Safety Plan. <br /> II. PROBLEM STATEMENT: <br /> The Save City Index for Driving While Intoxicated (DWI)- <br /> related accidents that appear in the annual Highway Safety Plan <br /> ranks Texas cities with respect to the severity of the proble~. <br /> This Contractor is on that list with an Index Number of <br /> 33.48 . This contractor does not have CO[;l- <br /> missioned police personnel resources sufficient to deter DWI <br /> violations by routine patrol of all identified high-violation <br /> locations in their city. Additional overtime effort, through <br /> STEP, will increase the public's perception of risk of appre- <br /> hension. This perceived risk is recognized as an effective <br /> countermeasure. <br /> III. OBJECTIVE: <br /> 1. To reduce the rate (%) of DWI involvement in fatal and <br /> injury accidents by 10% by the end of the contract period. <br /> 2. To increase the monthly average number of DWI's arrestec1 <br /> city-wide by 25 % when compared to the monthly average for <br /> the previous ~months. <br /> IV. RESPONSIBILITIES OF THE CONTRACTOR: The city of San Marc:nc; <br /> (the Contractor) shall: <br /> A. Carry out the State approved operations plans for the STEP. <br /> B. Create and maintain an operations records system adequate <br /> to satisfy all data collection, monitoring and reporting <br /> requirements of the State. At a minimum, the system must <br /> include a Patrol Officers Daily Report (to be completed by <br /> officers daily) and a Program Performance Report in the <br /> format approved by the State. <br /> C. Thirty (30) days after contract approval, deliver STEP site <br /> DWI arrest activity baseline data to the State. The data <br /> submitted shall cover the 24 months immediately prior <br /> to contract approval. (See Paragraph VI, below, Milestone <br /> A.) <br /> D. In addition to STEP enforcement activities, maintain <br /> non-STEP traffic enforcement arrests city-wide at not less <br /> than the level attained prior to contract approval. <br /> 1 of 3 <br />
