<br />Messrs. Cauble and Espinosa were both reappointed to continue serving
<br />on the Board.

<br />Mayor Younger introduced for consideration approval of appointments
<br />to the Zoning Board of Adjustments and Appeals. Mr. Coddington moved
<br />to place all names in nomination: Floyd MacKenzie for reappointment,
<br />Susie Ti1ka for reappointment, Gloria Pimentel for reappointment,
<br />Roy Perkins for appointment and Tommy Laws for appointment. On roll
<br />call the following vote was recorded:

<br />Mr. MacKenzie and Ms. Tilka and Ms. Pimentel were all reappointed and
<br />Mr. Laws was appointed to serve on this Board.

<br />Mayor Younger introduced for consideration approval of an appointment
<br />to the National Organization on Disability (N.O.D. Program - National
<br />League of Cities). Mr. Farr moved to appoint Ofelia Vasquez as the
<br />Council's appointment upon the recommendation of the Commission for
<br />Minorities and Ms. Kissler seconded the motion. On roll call the fol-
<br />lowing vote was recorded:

<br />AYE: Brown, Farr, Younger, Guerra, Kissler, Nicola.

<br />NAY: Coddington.
<br />
<br />ABSTAIN: None.
<br />
<br />Mayor Younger introduced formal submission of the City Manager/Assistant
<br />City Manager's budget to the City Council and for the Council to call
<br />for a public hearing date and direction to the City Secretary to publish
<br />the notice of hearing and budget summary. Ms. Oliver advised the Council
<br />the preliminary effective tax rate is 51 cents. She stated we are
<br />$200,000.00 more than last year. Mr. Nicola moved to set the public
<br />hearing on the budget for August 25, 1986 at 7:30 p.m. and directed
<br />the City Secretary to publish the notice and summary and Mr. Coddington
<br />seconded the motion, which passed unanimously.

<br />The Council received the preliminary appraisal roll and effective tax
<br />rate. The tax revenue is $3,818,348, rate 51 cents.
<br />
<br />Mayor Younger introduced the next item on the agenda, if an increase
<br />in excess of 3% is proposed, take a record vote, set public hearing
<br />and direct publication in newspaper. Since the certified tax roll
<br />is not yet available, a determination has not yet been made that a
<br />tax rate in excess of 3% will be needed. In the event a tax rate in-
<br />crease in excess of 3% is needed, Ms. Kissler moved to direct a public
<br />hearing be scheduled August 25,1986 at 7:30 p.m. and that publication
<br />be made and Mr. Brown seconded the motion. On roll call the following
<br />vote was recorded:

<br />NAY: Guerra.
<br />
<br />ABSTAIN: None.
<br />
<br />A record vote was not taken by the Council that an increase in excess
<br />of 3% will be needed, because the Council has not yet received the
<br />certified tax roll.
