<br />-6- <br /> <br />(2) Drainage swal~s and other areas used for conveying <br />stormwater run-off from developed areas shall be <br />located to avoid sinkholes, faults, and fractures <br />to the greatest extent possible. <br /> <br />(3) Construction of enclosed storm sewer and impervious <br />channell inings shall be permitted only when the <br />Director of Environment and Engineering, on the <br />basis of competent engineering evidence, <br />concludes that such storm sew~rs or impervious <br />1 inings are the only justifiable options available. <br />In the event that stormwater drainage systems <br />and/or culverts are necessary, such systems shall <br />be designed to mitig~te their imp~ct on water <br />qual ity through th~ use of approved control <br />strategies to control sediment, neutral ize <br />contaminants, and dissipate energy by the use of <br />multiple smaller outlets whenever practical by <br />locating discharges to maximize overland flow, and <br />by other strategies which wi]i accompl ish the <br />objectives defined and discussed herein. <br /> <br />i. <br /> <br />Inspect ion. <br /> <br />(1) In order to protect the health, safety, and general <br />welfare of the publ ic, the heidei' of an ~pproved <br />subdivision plat shail permit du1y authorized <br />inspectors of the City of San Marcos, Texas, during <br />reasonable hours, to enter onto the land, tract, <br />parcel or lot for which the approval was given fop <br />the purpose of detõ:r-mining compliance I/Jith the <br />requirements of this ordinance.
