There being no further comments, the Mayor closed the Public Hearing at 7:56 p.m. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomaides, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -62, as previously captioned. The motion carried. <br />Non Consent <br />20.Consider approval of Ordinance 2013 -63, on the first of two readings, approving a <br />policy for the development of complete streets that adequately accommodate all users; <br />including procedural provisions; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Porterfield, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -63, on the first of two readings, as previously captioned. The motion carried unanimously. <br />21.Consider approval of Ordinance 2013 -64, on the first of two readings, dedicating <br />various tracts of real property in and around the Park Addition Subdivision for Park <br />Purposes; and including procedural provisions. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prather, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013- <br />64, on the first of two readings, as previously captioned. The motion carried unanimously. <br />22.Consider approval of Ordinance 2013 -65, on the first of two readings, providing for a <br />fee to defray costs of collecting delinquent fines, fees, court costs, and other debts <br />pursuant to Article 103.0031 of the Texas Code of Criminal Procedure; including <br />procedural provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomason, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />12013 -65, on the first of two readings, as previously captioned. The motion carried unanimously. <br />23.Consider approval of Resolution 2013- 163(a)R, approving an agreement between the <br />City and Halff Associates, Inc. for the provision of Professional Engineering Services in <br />connection with the Old Ranch Road 12 Bike/Ped and Widening Proiect in an amount <br />not to exceed $293,707.50 contingent upon the engineer's continued provision of <br />sufficient insurance in accordance with the attached agreement; authorizing the City <br />Manager or his designee to execute this agreement on behalf of the City; and declaring <br />an effective date. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Scott, the City Council voted seven (7) for and none (0) opposed, to approve Resolution <br />2013 -163R, as previously captioned and directed Staff to move forward with the option 1 <br />scenario. The motion carried unanimously. <br />
