<br />Resampling for surcharge determination is necessary when the <br />first two samples' laboratory results are not compatible to <br />within a reasonable degree. The .reasonableness. is determined <br />by various factors including, but not limited to percent <br />incompatibility, monthly water usage, type discharge, cost of <br />resampling, recovery of the resampling cost through surcharge, <br />the discharger's interests and the effect of the industrial waste <br />on the sewer system. The final decision to resample for <br />surcharge determination is made by the Director or his authorized <br />representative. <br /> <br />III. Annual Resamplin~ <br /> <br />1. <br /> <br />All industries with wastewater averages above 250,000 <br />gallons per month are to be tested annually. Two 24 hour <br />composite samples will be taken on non-consecutive days and <br />the average of the results of the two samples will determine <br />the surcharge for that calendar year. <br /> <br />2. <br /> <br />Industries whose wastewater average is below 250,000 gallons <br />per month and are pr~arily engaged in food processing, <br />automobile service, or coin operated laundry service will <br />have one 24 hour composite sample taken annually. The <br />results of this sample will be averaged with the results of <br />the last four 24 hour composite samples and this average <br />will determine the surcharge for that calendar year. If any <br />composite sample taken in this group does not fall in the <br />range of the last four composite samples or the grease <br />concentration exceeds the ordinance limits of 100 mg/l then <br />additional samples will be taken and the average of all <br />samples taken during the calendar year will determine the <br />new surcharge. <br /> <br />-73- <br />
