<br />Delivery of the sample should be made within a time frame <br />that would allow the lab personnel time to conduct <br />conclusive tests on the sample. The time delay between <br />sample acquisition and lab analysis must not have an adverse <br />effect on the sample's .uniqueness. and can be derived by <br />following the . Approved Methods. required for the <br />acquisition, preparation and storage of a particular sample <br />analysis. <br /> <br />Samples to be used for surcharge determination and/or the <br />parameters listed in the Code are taken as twenty-four hour <br />composite samples. At least two of these samples per <br />location are required for those industries to be surcharged <br />and these samples are taken on non consecutive days. Even <br />though the actual rate of sampling taken for surcharge <br />determination varies among industries, the two or more <br />samples used for the surcharge should not be taken during <br />the same work week. Any sampling requirements listed as a <br />part of a National Pretreatment Standard shall take <br />precedent over these procedures. <br /> <br />II. <br /> <br />Resampling Upon Request <br /> <br />Whenever a request for resampling an industrial waste discharge <br />into the various sewer or watercourse systems is made by the <br />discharger and authorized by the Director or his/her authorized <br />representative, a specific procedure must be following in the <br />resampling process. <br /> <br />The resampling process follows the same guidelines set forth for <br />sampling in part one above. The following details distinguish <br />the resampling process from the sampling process. <br /> <br />The discharger is responsible for the cost of resampling except <br />when there has been a major change in an industry's pretreatment <br />system. Annual re-surcharge sampling is not charged to the <br />discharger. <br /> <br />Once the resampling is authorized, three samples are taken; one <br />each at the beginning, middle and end of a thrity-day period. <br />Half of each sample is given to the discharger for analysis and <br />half is analyzed by the City. The results of the separate <br />analysis are then compared. If they are not within 10% of each <br />other, a fourth sample is sent to a private lab for additional <br />analysis. The laboratory (City or discharger) farthest from the <br />private laboratory's results will pay the private laboratory's <br />fee. If a surcharge is to be calculated from the results in <br />question, then the results (City or discharger's) closest to the <br />private laboratory's results will be used. <br /> <br />-72- <br />
