<br />Part D - INFORMING METAL FINISHING INDUSTRY <br />OF PRETREATMENT REQUIREMENTS <br /> <br />An industry that has National Pretreatment Requirements promulgated by <br />E.P.A., such as the metal finishing industry, that proposes to <br />discharge an industrial waste shall be notified of all ordinance <br />requirements, and approvals needed, prior to beginning actual <br />discharge. <br /> <br />Procedures: <br /> <br />There shall be an initial interview between an industrial <br />representative and the Environment and Engineering Director, or his <br />representative. General and specific requirements shall be discussed, <br />and permit appliation and pretreatment approval forms presented. The <br />initial interview may include discussion of the actual industrial <br />process, the chemicals used, type of rinse or process wastewaters to <br />be discharged, pretreatment chemicals and facilities, point of <br />discharge, sample point location, self monitoring and testing. <br /> <br />The Director shall review and approve the Pretreatment Design and <br />issue an Industrial Waste Permit. The Environmental Specialist shall <br />monitor construction of the pretreatment facilities and determine that <br />the facilities are built as specified in the design. The Specialist <br />shall be involved in the operational startup of the pretreatment <br />system and verify that the discharge will meet all pollutant <br />limitations. <br /> <br />In those circumstances which involve industries with lack of technical <br />support in planning for pretreatment of priority pollutants, the <br />Specialist shall act as an information source of general pretreatment <br />methods. Theory of treatment, basic chemistry of treatment dealing <br />with solids clarification and sludge handling, and any related <br />pretreatment knowledge held by the Specialist shall be made available <br />at the request of industry. This general information shall in no way <br />be considered as a specific pretreatment plan for that industry, which <br />is solely responsible for presenting a site specific plan for <br />pretreatment approval to the Director, The general information <br />available from the Specialist shall be of similar nature as <br />publications from wE.P.A. Technology Transferw, textbooks on pollution <br />abatement, and Industry trade publications on pretreatment methods. <br /> <br />-89- <br />
