<br />(9 ) <br /> <br />(10) <br /> <br />The Director may require owners or occupants who use <br />pretreatment facilities prior to discharging into a sanitary <br />sewer to install such monitoring and recording devices, or <br />insititue such sampling and analysis as may be necessary to <br />monitor the following parameters: <br /> <br />1.. <br />2.. <br />3.. <br />4.. <br /> <br />pH <br />Dissolved Oxygen (DO) <br />Total Carbon (TC) <br />Oxidation-Reduction <br />Potential (ORP) <br />Flow <br /> <br />6.. <br />7.. <br />8.. <br />9.. <br /> <br />Temperature <br />Conductivity <br />Specific Ions <br />Any other discharge as <br />specified in Sec.. 30..61 <br /> <br />5.. <br /> <br />Inspection.. The inspectors, agents or representatives of <br />the City charged with the enforcement of this Ordinance <br />shall be deemed to be performing a governmental function for <br />the benefit of the general public and neither the City, the <br />Director, nor the individual inspector, agent or <br />representative shall ever be held liable for any loss or <br />damage, whether real or asserted, caused or alleged to have <br />been caused as a result of the performance of that <br />governmental function.. The Director or his authorized <br />representative upon presentation of his credentials: <br /> <br />(a) <br /> <br />Shall have a right of entry without delay to upon, or <br />through any premises to gain access to an industrial <br />waste source; <br /> <br />(b) <br /> <br />May at any reasonable time have access to any records <br />required by this Ordinance pertaining to industrial <br />wastes; <br /> <br />(c) <br /> <br />Inspect any monitoring equipment or method of pretreat- <br />ment monitoring required by the Director and sample any <br />effluents which the owner or occupant of the source is <br />required to sample.. <br /> <br />Accidental Discharges. Each owner or occupant shall provide <br />protection from the accidental discharge of prohibited waste <br />or slug loads.. Any owner or occupant requesting an <br />Industrial Waste Permit for a new discharge shall submit a <br />Spill Prevention and Control Plan to the Director with his <br />application for waste and wastewater services for the <br />Director's review.. The Director may not grant water and <br />wastewater service prior to the submittal of this plan.. <br />Owner and occupants presently discharging industrial waste <br />into the sewer system may be required to prepare a plan <br />within six (6) months after the effective date of this <br />section.. <br /> <br />The plan shall describe facilities and/or operating <br />procedures and notification procedures that will be used to <br />provide protection.. <br /> <br />Any facilities to be constructed to provide protection from <br />accidental discharges shall be approved by the Director <br />prior to construction of the facilities. Facilities to <br />prevent accidental discharges shall be provided and <br />maintained at the owner's or occupant's cost and expense. <br /> <br />(a) <br /> <br />Review and approval of plans and operating procedures <br />shall not relieve the industrial user from the <br />responsibility to modify the users facility as <br />necessary to meet the requirements of this Ordinance.. <br />In the case of an accidental discharge, it is the <br />responsibility of the user to immediately notify the <br />Director and Water and Wastewater Department of the <br />incident.. The notification shall include the time and <br />location of the discharge, type of waste, concentration <br />of volume of waste, treatability of waste, toxic effect <br />of waste to humans, if any, and corrective actions; <br /> <br />-14- <br />
