<br />(13) <br /> <br />Rules and Procedures. The Director shall adopt rules and <br />procedures (Procedures Manual) consistent with this <br />Ordinance, to effectuate its purpose and intent. The rules <br />and procedures are adopted hereby and incorporated by <br />reference herein and a copy of which shall be maintained in <br />the office of the City Secretary of the City of San Marcos. <br />The rules and procedures shall consider the quantity, <br />quality and means of disposal of industrial wastes and the <br />geographic, topographic, and physical construction factors <br />and treatment methods in the waste collection and disposal <br />systems and the beneficial uses of the water in these <br />systems or of waters receiving the discharge and any other <br />matter relevant to the implementation of this Ordinance. <br />Failure to comply with the rules and procedures shall be a <br />violation of this Ordinance as set out in Section 30-71 of <br />this Ordinance. <br /> <br />SEC. 30-65. <br />Determinations. <br /> <br />( 1) <br /> <br />( 2) <br /> <br />Monitoring <br /> <br />for <br /> <br />Surcharge <br /> <br />and <br /> <br />Removal <br /> <br />Credit <br /> <br />Discharge Requirements and Surcharge. Persons generating <br />abnormal industrial waste may discharge the waste into the <br />sanitary sewer provided: <br /> <br />( a) <br /> <br />The waste will not endanger or be harmful <br />operating personnel of the sewer system: <br /> <br />to <br /> <br />the <br /> <br />(b) <br /> <br />The waste <br />system; <br /> <br />will <br /> <br />not cause damage <br /> <br />the <br /> <br />to <br /> <br />collection <br /> <br />(c) <br />(d) <br /> <br />The waste will not impair the treatment processes; and, <br /> <br />The person discharging the waste pays a monthly <br />surcharge to the City of San Marcos Utility Office in <br />addition to the usual monthly sewer service charges. <br /> <br />Computation of Surcharge. For those abnormal industrial <br />wastes having a COD concentration of 2.25 or more times that <br />of the BOD concentration, the surcharge will be based on the <br />COD category in lieu of the BOD category. Computations of <br />surcharges shall be based on the following formula: <br /> <br />s= V x 8.34 (A[BOD - 200] + B [SS - 200]). <br />or <br />s= V x 8.34 (C[COD - 450] + B [SS - 200]). <br /> <br />S= D x E <br /> <br />S - Surcharge in dollars that <br />customers' monthly bills. <br /> <br />will <br /> <br />on <br /> <br />the <br /> <br />appear <br /> <br />v - Water consumption in millions of gallons during the <br />billing period or the "wastewater average" in millions <br />of gallons whichever is less.
