SPILL PREVENTION AND CONTROL PLAN PROCEDURES Anyone who uses a po~~utant which is contro~~ed by this Ordinance and that may: 1. 2. 3. Procedure: the the this A~l New Industries A new industry covered in the policy above that wishes to construct its facility in the water and wastewater service area of San Marcos sha~l present to the Director a Spi~l Prevention and Control Plan and have it approved in writing prior to obtaining water and wastewater service. This includes water service to the construction site. The Director shal~ submit to the Supervisor of Utilities written approval of the p~an, and the customer may then purchase water and wastewater service connections. The Plan shall contain information on: 4 ) 1) 2 ) The storage and use of the po~lutants including location and quantities¡ The use of the po~lutants e.g. integral ingredient, catalyst, cleansing solvent, water treatment regenerant, etc.¡ The pollutant~s toxic effects on the treatment system and humans, and how to treat, recover, and/or handle the pollutant¡ How the wastewater collection system will be protected from the entry of the pollutant if it is spilled. (e.g. segregated storage areas, segregated waste collection systems, adequate pretreatment, spi~l containment areas, etc.)¡ The notification of spill pro~edure both within and without the industry; Inspection of storage facilities and/or automatic a~arm systems including calibration if such devices are required¡ 3) 5 ) 6) -15-
