I further certify that this facility is implementing the solvent management plan (Spill Prevention and Control Plan) submitted to the Director". In requesting the certification alternative, a discharger shall submit a Spill Prevention and Control Plan that specifies, to the satisfaction of the Director the toxic organic compounds used; the method of disposal used instead of dumping, such as reclamation, contract hauling, or incineration; and procedures for ensuring that toxic organics do not routinely spill or leak into the wastewater. Industrial Sources that use a process where water rinse immediately follows a process involving a toxic organic chemical shall sample, analyze, and report, (at least) quarterly, for that specific compound in its discharge. "Four DayW and "Monthly" Average of Pollutants The Report shall include the 8Four DayW monthly average (where applicable) of each pollutant based on the calculations of four consecutive sample days per month. pH concentrations are excluded. Four Day Averages shall be calculated following method: using the Industrial users required to take samples one or more times a week shall calculate a four day ãVërage on a monthly basis. The first four sample results in a month shall be averaged. The next four sample results, excluding any values from the first set of four in that month, shall be used to calculate a second "Four Day AverageW for that month. Continue in this manner until all monthly samples have been averaged. If there is a monthly remainder of samples not equal to four, then calculate and report a "OneW/"Two.lor "Three" Day Average Value. -26-
