Herrera <br />Director of Planning Frank Robbins <br />Director of Public Works George Boeker <br /> <br />Also Present: Melissa Millecam, Mark Hendricks, Dan Smith, Sarah <br />Bailey, Frank Leach, Jim Gandy, Nancy Coddington, John McMullen <br />and others. <br /> <br />Mayor Younger called the meeting to order at 6:00 p.m. <br /> <br />Mayor Younger introduced for consideration approval of additional appoint- <br />ments to the LCRA Purchase Advisory Board. Each Council Member was to <br />appoint two additional members, and the Mayor three additional members. <br />Mr. Guerra was to appoint three members, as he wanted to replace one <br />of his earlier appointments, Eugene Rios,with a new member. Mr. Codding- <br />ton moved to appoint B. J. Hageman, Jr., Mike Moore, Chuck Nash (Mayor <br />Younger's appointments), Alex Kutch, Mark Fontaine (Mr. Coddington's <br />appointments), Emmie Craddock, Rose Brooks (Ms. Kissler's appointments), <br />Virginia Steadman, John Wade (Mr. Guerra's appointments), James Smith, <br />Richard Cruz (Mr. Brown's appointments), Sylvia Newsom (Mr. Farr's ap- <br />pointment), and Ms. Kissler seconded the motion, which passed unanimous- <br />ly. Mr. Farr was not present at this time, but when he arrived later <br />in the meeting he made one additional appointment of Jack Stovall. <br />The City Secretary is to verify all appointments meet the criteria <br />set by the Council of being residents of the City and LCRA rate payers. <br /> <br />Mayor Younger introduced a public hearing to receive public input on <br />an application to the Texas Department of Community Affairs for an Econom- <br />ic Development Fund Project Grant in the amount of $147,000.00, which <br />grant will be used to provide financing for Ember Industries of San <br />Marcos, an electronic assembly/manufacturing operation which will pro- <br />vide employment for forty persons in the low/moderate targeted income <br />group. The funds will be used to provide necessary equipment and work- <br />ing capital. Mayor Younger opened the public hearing. Frank Leach ad- <br />vised the Council that he was present to answer questions of the Council <br />and that John McMullen, the principal of the corporation, was also pre- <br />sent. Mr. Leach stated that San Marcos needs this kind of business lo- <br />cated here. It is to be an electronic assembly business, and that Hays <br />County National Bank is making an SBA loan to the business. (Mr. Farr <br />present at this time - 6:13 p.m.). Sarah Bailey advised the Council <br />the loans the TDCA made regarding Economic Development grants are a <br />risky b~siness. She said the only time the City would be responsible <br />for.paYlng back.TD~A would be if the City submitted a fraudulent appli- <br />catlon. She sald lf the Company involved failed to pay the City back, <br />then the City is not under an obligation to pay back TDCA. Mr. Guerra <br />expressed his concern for other businesses in San Marcos of what was <br />available for them. Ms. Bailey advised the money that comes back to <br />the City and that is invested could then be loaned to other businesses. <br />She stated the next date an application could be filed would be November <br />14 if,other businesses are interested in applying for a grant, but that <br />the Clty could not exceed $500,000.00 in anyone year. Mr. Farr also <br />wanted to know what efforts could be made to advise the public of such <br />funding. Ms. Bailey advised quarterly reports had to be made by the <br />
