Ms. Bailey stated the grants could also be used to expand an existing business. Mr. Gonzalez advised the Council there are two issues in question: (1) publicity could be handled through Melissa Millecam and (2) the process involved po¡icy questions, such as who will administer the program, the City or the Economic Develop- ment Council. Would it be an administrative function of the Economic Development Councilor the City Staff, and that these questions need to be determined. Mr. Gonzalez stated an administrative 'plan of structure will be prepared and brought to the Council for determina- tion on how such matters will be handled, and then the City can publicize the availability of funding. No one else wished to speak, so Mayor Younger closed the public hearing. Mayor Younger introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN 11ARCOS, TEXAS AMENDING EXHIBIT "All OF THAT ORDINANCE ADOPTED JUNE 9, 1986 WHICH CALLED FOR THE HOLDING OF A BOND ELECTION TO BE HELD IN SAID CITY ON JULY 26, 1986 TO PROVIDE FOR A NEW ALTERNATE PRESIDING JUDGE FOR PRECINCT 44, AND DECLARING AN EMERGENCY. Mr. Farr moved for Ordinance of the Ordinance on emergency and Ms. Kissler seconded the motion. Mr. Farr moved to amend the Ordinance to complete the blank in Section 1 of the Ordinance with the name of Alex Kutch to be the Alternate Judge of Precinct 44 and Mr. Coddington seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Ordinance. On roll call the following vote was recorded: AYE: Coddington, Farr, Younger, Guerra, Kissler, Nicola. NAY: None. ABSTAIN: Brown.
