Mr. Guerra wants this information made known to <br />the public. Ms. Bailey stated the grants could also be used to <br />expand an existing business. Mr. Gonzalez advised the Council there <br />are two issues in question: (1) publicity could be handled through <br />Melissa Millecam and (2) the process involved po¡icy questions, such <br />as who will administer the program, the City or the Economic Develop- <br />ment Council. Would it be an administrative function of the Economic <br />Development Councilor the City Staff, and that these questions need <br />to be determined. Mr. Gonzalez stated an administrative 'plan of <br />structure will be prepared and brought to the Council for determina- <br />tion on how such matters will be handled, and then the City can publicize <br />the availability of funding. No one else wished to speak, so Mayor <br />Younger closed the public hearing. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />11ARCOS, TEXAS AMENDING EXHIBIT "All OF THAT ORDINANCE <br />ADOPTED JUNE 9, 1986 WHICH CALLED FOR THE HOLDING OF <br />A BOND ELECTION TO BE HELD IN SAID CITY ON JULY 26, <br />1986 TO PROVIDE FOR A NEW ALTERNATE PRESIDING JUDGE <br />FOR PRECINCT 44, AND DECLARING AN EMERGENCY. <br /> <br />Mr. Farr moved for Ordinance of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. Mr. Farr moved to amend the Ordinance <br />to complete the blank in Section 1 of the Ordinance with the name <br />of Alex Kutch to be the Alternate Judge of Precinct 44 and Mr. <br />Coddington seconded the motion, which passed unanimously. The <br />Council then voted unanimously for adoption of the Ordinance. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, EXTENDING THAT FRANCHISE AGREEMENT <br />OF FEBRUARY 20, 1951 BETWEEN SAID CITY AND THE SAN <br />MARCOS TELEPHONE COMPANY FOR A PERIOD OF SIXTY (60) <br />DAYS, AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Coddington seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: Coddington, Farr, Younger, Guerra, Kissler, Nicola. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Brown. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, REPEALING THE CURRENT ORDINANCE 1984- <br />107 WHICH ESTABLISHED APPLICATION REVIEW PROCEDURES, <br />FEES, CONSENT PROVISIONS, AND BOND FINANCING REQUIRE- <br />MENTS FOR UTILITY DISTRICTS; CREATING A NEW ORDINANCE <br />ESTABLISHING A UTILITY DISTRICT PREAPPLICATION REVIEW <br />PROCESS TO INCLUDE INFORMATION TO BE PROVIDED TO THE <br />CITY PRIOR TO SUBMISSION OF A PETITION FOR CREATION OF <br />ANY POLITICAL SUBDIVISIONS AUTHORIZED TO BE CREATED BY <br />THE TEXAS WATER CODE (HEREAFTER CALLED A UTILITY DIS- <br />TRICT): ESTABLISHING A REVIEW PROCESS FOR PETITIONS <br />FOR THE CREATION OF MUNICIPAL UTILITY DISTRICTS AND <br />WATER CONTROL AND IMPROVEMENT DISTRICTS AND FOR REQUESTS <br />
