58 Regular Meeting July 14, 1986 Page 14 Mayor Younger introduced for consideration one of the items pulled from the consensus agenda, Item l2A(1), approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE GENERAL ZONING ORDINANCE OF THE SAN MARCOS CODE OF ORDINANCES BY ADDING DEFINI- TIONS FOR GROUP HOME, NONCONFORMING LOT, RESIDENTIAL CARE FACILITY; BY ADDING GROUP HOME AS A PERMITTED USE IN~L RESIDENTIAL DISTRICTS IN CONFORMANCE WITH STATE LAW; BY ADDING RESIDENTIAL CARE FACILITY AS A SPECIFIC USE IN PARTICULAR DISTRICTS; BY PROVIDING SUPPLEMENTAL AREA REQUIREMENTS; BY PROVIDING REGULATIONS FOR NONCON- FORMING LOTS; BY REDEFINING THE POWERS OF THE BOARD OF ADJUSTMENTS; AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on second reading and Mr. Coddington seconded the motion. Mr. Hankins indicated had had re- ceived information wherein State Law provides that the group homes must be at least one-half mile apart. Mr. Coddington expressed concern that he felt group homes would downgrade neighboring property. Mr. Coddington moved to table the Ordinance to August 11, 1986 for additional wording to come to the Council for their consideration and Mayor Younger second- ed the motion, which passed unanimously. Mayor Younger introduced for consideration the other item pulled from the consensus agenda, Item l2B(1), adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING ORDINANCE 1985-89 ADOPTED SEPTEMBER 10, 1985 WHICH SET FORTH AN ITEMIZED ESTIM- ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1985 AND ENDING ON SEPTEMBER 30, 1986, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPT- ING SAID REVISIONS AND ESTIMATES, AND DECLARING AN EF- FECTIVE DATE. Mr. Farr moved for adoption of the Ordinance on third and final reading and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Kissler, Nicola. NAY: Coddington, Guerra. ABSTAIN: None. Mayor Younger introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE SUBMISSION OF A TEXÀS COMMUNITY DEVELOPMENT PROGPJill GRANT APPLICATION TO THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS FOR THE ECONOMIC DEVELOPMENT FUND; AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTA- TIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE COMMUNITY DEVELOPMENT PROGRAM¡ AND DECLARING AN EFFECTIVE DATE.
