Sue Cohen <br />feels R-l zoning of the property in question is what the neighborhood <br />needs. She stated her family had spent a lot to restore and retain <br />the historical significance and that MF4 would be detrimental to the <br />neighborhood. The Council asked Mr. Robbins about The Georgian, and <br />Mr. Robbins responded it is to be a condominium development in the 700 <br />Block of San Antonio Street, wherein the facade has been okayed by the <br />Historic Preservation Commission but the neighborhood character will <br />not be preserved. Ruth Evans stated she moved into the neighborhood <br />in 1981 and that she enjoys living there and would like to see the <br />character remain the same (R-1). Gwen Smith stated she is in favor of <br />R-l zoning for the property. Jo Terry stated she is in favor of R-1 <br />zoning on the property and that she works at SWT with students regard- <br />ing historical buildings. Patsy Greiner, representing the Ellisons, <br />spoke in opposition of the zoning amendment stating the property has <br />been used as rental property for 15 years. She stated CAD appraised <br />the property at $149,000, and the Ellisons had the property appraised <br />at $143,000 as MF and $129,600 as R-l. Terry Ellison, owner of the <br />property stated they purchased the property in January, 1971 and that <br />his family presently lives in the house (Mr. and Mrs. Ellison and five <br />children). He stated he wanted the Council to act on the matter and <br />not table it. Mrs. Ellison stated they needed to get their investment <br />out of the house. Stephen Ellison also spoke in opposition to the <br />zoning change. No one else wished to speak~n favor or in opposition <br />to the request, so Mayor Younger closed the public hearing. Mayor <br />Younger stated maybe the Council could consider zoning just one side <br />of the street. Ms. Kissler stated the Council needed to look at the <br />entire area as a historical district and thought it would destroy the <br />district to allow this property to remain zoned MF4. Mr. Coddington <br />stated he did not think the neighborhood would benefit with MF4 zoning. <br />Ms. Kissler moved for adoption of the Zoning Ordinance and Mr. Nicola <br />seconded the motion. On roll call the following vote was recorded: <br />AYE: Coddington, Farr, Kissler, Nicola. <br />NAY: Younger, Guerra. <br /> ABSTAIN: None. <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF <br />BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 <br />(VOL. 66) BY CHANGING THE ZONING OF LOT 1 OF THE SUM- <br />MIT ADDITION TO THE CITY OF SAN MARCOS, HAYS COUNTY, <br />TEXAS, A SUBDIVISION IN THE CITY OF SAN MARCOS AS SHOWN <br />ON THE AMENDATORY MAP OR PLAT THEREOF RECORDED IN VOLUME <br />3, PAGE 117, OF THE HAYS COUNTY PLAT RECORDS, A/K/A 1348 <br />THORP LANE FROM "M" (S INGLE, DUPLEX AND NEIGHBORHOOD <br />BUSINESSES DISTRICT) TO "MF-5" (MULTI-FAMILY DISTRICT); <br />AND DECLARING AN EFFECTIVE DATE. <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the zoning change. No one did, so <br />Mayor Younger closed th(~ public hearing. Mr. Nicola moved for adoption <br />of the Zoning Ordinance and Mr. Coddington seconded the motion, which <br />passed unanimously. <br />
