<br />46 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting July 14, 1986 Page 2 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADOPTING A LOT COMPATIBILITY ORDINANCE <br />BY ADDING ARTICLE II RESIDENTIAL SUBDIVISION COMPATIBI- <br />LITY TO CHAPTER 35 COMPREHENSIVE DEVELOPMENT CODE OF <br />THE CITY OF SAN MARCOS CODE OF ORDINANCES, BY ADDING <br />TO THE GENERAL ZONING ORDINANCE, SECTION 11(D) (1) A NEW <br />SUBSECTION (d) PROVIDING FOR SITE PLANS IN AN R-l DISTRICT <br />AND BY ADDING TO THE SUBDIVISION ORDINANCE, ARTICLE VI, <br />SECTION H, A NEW SUBSECTION 7. PROVIDING FOR SITE PLANS, <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition of the amendment. Frank Robbins stated <br />if small homes and lots want to abut a one-acre homesite, it will have <br />to be reviewed more carefully in the plat process with this Ordinance, <br />and gave an example of this happening in San Marcos with Franklin Place. <br />Mr. Coddington stated he feels the Ordinance needs to be reworked and <br />that it is not presently worded in the best interest of the City. <br />Mr. Robbins stated a 6000 square-foot lot is a small R-l lot and that <br />a neighborhood can come in and have the neighborhood rezoned SR. No <br />one else wished to speak in favor or in opposition to the amendment, <br />so Mayor Younger closed the public hearing. Mr. Coddington moved to <br />approve the Ordinance on first reading and Ms. Kissler seconded the mo- <br />tion. Mayor Younger asked Mr. Robbins if any developers had been re- <br />quested to provide input in the preparation of this Ordinance, and Mr. <br />Robbins stated they had not. Mr. Coddington moved to table the Ordin- <br />ance for the Staff to obtain input from developers in the Ordinance and <br />Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration a public hearing and adop- <br />tion of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF <br />BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 <br />(VOL. 66) BY CHANGING THE ZONING OF 5.86 ACRES CONSIST- <br />ING OF THE FOLLmlING TRACTS: TRACT 1: O. 41 ACRES BEING <br />A PORTION OF LOT 10 IN THE JOHN SCOTT ADDITION TO THE <br />CITY OF SAN MARCOS, TEXAS, A SUBDIVISION IN THE CITY OF <br />SAN MARCOS AS SHOWN ON THE MAP OR PLAT THEREOF RECORDED <br />IN VOLUME R, PAGE 255, HAYS COUNTY DEED RECORDS; TRACT 2: <br />0.90 ACRES, BEING A PORTION OF BLOCK 1 OF THE D. S. COMBS <br />ADDITION TO THE CITY OF SAN MARCOS, TEXAS, A SUBDIVISION <br />IN THE CITY OF SAN MARCOS, TRACT 3: 3.15 ACRES CONSISTING <br />OF 8 TRACTS, ALL OF SAID TRACTS BEING A PORTION OF FARM LOT <br />12, CITY OF SAN MARCOS, HAYS COUNTY, AND TRACT 4: 1.48 ACRES <br />CONSISTING OF THREE TRACTS, ALL OF SAID TRACTS BEING A POR- <br />TION OF FARM LOT 15, CITY OF SAN MARCOS, HAYS COUNTY, <br />TEXAS; SAID TRACTS BEING LOCATED ALONG BOTH SIDES OF THE <br />600 AND 700 BLOCKS OF WEST SAN ANTONIO STREET, FROM "MF-4" <br />(MULTI-FAMILY DISTRICT) TO "R-l" (SINGLE-FAMILY DWELLING <br />DISTRICT); AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor of the change. Betty Wolverton stated she was in favor <br />of the zoning change to preserve the character of the street, as she <br />felt intense development would destroy the character of the neighbor- <br />hood. She also thought the change would preserve the R-l character of <br />the street and stated she was in favor of the zoning and land use comply- <br />ing with the neighborhood. A.
