Jenki~Director of Environment <br /> <br />and Engineering <br /> <br />TO: <br /> <br />.sUBJECT: <br /> <br />Stormwater Drainage <br /> <br />:lATE: <br /> <br />November 12, 1986 <br /> <br />RE: <br /> <br />INTRODUCTION <br /> <br />At the request of the City Manager, the staff has evaluated options <br />for improving the manner in which major drainage projects are <br />developed and funded. While the current process has brought badly <br />needed improvements in the Mill Street area, city-wide priorities for <br />drainage improvements have never been established. The purpose of <br />this memo is to propose a mechanism for establishing drainage <br />priorities, estimating the total cost of the necessary improvements <br />and selecting appropriate funding alternatives. <br /> <br />CITIZEN'S STORM DRAINAGE ADVISORY BOARD <br /> <br />Whatever priorities are established or major projects identified, the <br />key to a successful program of stormwater drainage control <br />improvements is an early consensus of opinion. All citizens must be <br />given the opportunity to have their drainage problems evaluated on the <br />same basis. In order to involve as many citizens as possible in <br />directing the improvements of storm drainage, the staff is <br />recommending that the city council appoint a Citizen's Storm Drainage <br />Advisory Board to identify existing areas of poor drainage, recommend <br />solutions and to develop the mechanism for anticipating future storm <br />drainage needs. <br /> <br />GOALS AND OBJECTIVES <br /> <br />This board would be charged with seven goals and objectives: <br /> <br />1. <br /> <br />Conduct public hearings to identify areas of problem drainage. <br /> <br />2. <br /> <br />Establish priorities for construction projects intended to <br />resolve major drainage problems identified in public hearings <br />conducted by the board. <br /> <br />CSM-100 <br />
