<br />3. <br /> <br />Identify costs and recommend to the city council a priority list <br />of drainage improvement projects resulting from the hearings <br />process. <br /> <br />4. <br /> <br />Recommend appropriate funding mechanism(s) for improvements. <br /> <br />5. <br /> <br />Develop a drainage master plan for adoption by council. <br /> <br />6. <br /> <br />Review existing ordinances and policies which affect storm <br />drainage in the city and recommend revisions where necessary to <br />achieve conformance with the drainage master plan. <br /> <br />7. <br /> <br />Recommend adoption of policies directed toward building <br />maintaining a good and safe storm drainage system within <br />city. <br /> <br />and <br />the <br /> <br />BOARD COMPOSITION <br /> <br />Because of the diverse terrain of the city, geographic representation <br />is perhaps the most important factor in selecting board members. <br />Using a map of the San Marcos neighborhood associations, we have <br />divided the city into three parts based on physical/geographic <br />boundaries, drainage basins and neighborhood boundaries. This map <br />could be used as the basis of one of two possible methods for <br />selecting the proposed board membership. One way is for each council <br />member to select one member of the board. However the council <br />chooses to select board members, geographic representation should be <br />one of the most important criteria. <br /> <br />CONCLUSION <br /> <br />The staff recommends the Board be created and appointments completed <br />by December 8, 1986 with a goal of receiving a preliminary report of <br />public hearings by April 30, 1987. <br /> <br />SMJ:sls <br />
