C. ATTACHMENTS 1. LOCAL GOVERNMENT RESOLUTIONS Any application for funding under the Texas Community Development Program must be submitted with a resolution from the local governing body (City Councilor County Commissioners Court) authorizing the submission of that application. This resolution must, at a minimum: a. Authorize the submission of an application for funding under the Texas Rental Rehabilitation Program. b. Designate a person (e.g., Mayor, County Judge, City Manager) who will be authorized to execute documents in'conjunction with the application. In a joint application, a cooperation agreement must also be included and signed by all participating local governments, and must state which participant will serve as the lead administrative entity if the project is funded. Additionally, each locality participating in a joint application must submit a resolution as outlined above. 2. PUBLISHED PUBLIC NOTICE Each applicant must provide a copy of a public notice of the locality's intent to apply for TRRP funding. The notice must conform with the requirements under program procedures (page P10). A sample public notice is provided as Appendix III. 3. LOCAL MAP SHOWING SELECTED NEIGHBORHOODS Each application for TRRP funding must be accompanied by a map of the locality which delineates the boundaries of selected neighborhoods in which TRRP activities will take place. Each neighborhood should be labelled with the identification corresponding to the listing under Section B(l)(c) and (d) of the application. 4. MINORITY EMPLOYMENT - FORM EEO-4 This form is made a part of the T~RP application for the purposes of determining the level of local effort in the employment of minorities by the local government. It is also ranged by income to show if there are weaknesses in promotion and/or compensation policies. This form must be completed by every applicant under TRRP. -20-
