Mr. Coddington moved for approval of the Ordinance on first reading and Mr. Guerra seconded the motion. Mr. Robbins stated if two restaur- ants at the same location want to serve liquor, it would require two specific use permits. Mr. Coddington stated he was not in favor of reserving specific use permits as he feels it would be a discriminatory practice. Mr. Gonzalez stated the City is nearing the 15 quota for specific use permits in the Central Business Area. He stated anyone looking at financing a restaurant would be dissuaded if they are unable to secure a specific use permit. He reminded the Council the drinking age will change in September and that the City may need to look at this quota to make the requirements different than requirements that were needed in the past (to place a limitation on drinking establishments for college students in the CBA). Terry Colley advised the Council Gil's Broiler in the CBA has relinquished its specific use permit, and that the City presently has permitted 12 specific use permits. Ms. Kissler stated she was not objectionable to a reservation policy when the quota of 15 is reached. David Elliott asked the Council to look at doing away with the cap of 15 permits. On roll call for approval of the Ordinance on first reading, the following vote was recorded: AYE: Younger. NAY: Brown, Coddington, Farr, Guerra, Kissler, Nicola. ABSTAIN: None. (Ms. Kissler present at 7:45 to vote on this item). Mayor Younger stated the Council would return to Item 3 on the Agenda, approval of the minutes of the Special Meeting held August 4, 1986. Mr. Farr moved to take the minutes off the table for reconsideration and Mayor Younger seconded the motion, which passed unanimously.
