Mr. Robbins stated if two restaur- <br /> ants at the same location want to serve liquor, it would require two <br /> specific use permits. Mr. Coddington stated he was not in favor of <br /> reserving specific use permits as he feels it would be a discriminatory <br /> practice. Mr. Gonzalez stated the City is nearing the 15 quota for <br /> specific use permits in the Central Business Area. He stated anyone <br /> looking at financing a restaurant would be dissuaded if they are unable <br /> to secure a specific use permit. He reminded the Council the drinking <br /> age will change in September and that the City may need to look at this <br /> quota to make the requirements different than requirements that were <br /> needed in the past (to place a limitation on drinking establishments for <br /> college students in the CBA). Terry Colley advised the Council Gil's <br /> Broiler in the CBA has relinquished its specific use permit, and that <br /> the City presently has permitted 12 specific use permits. Ms. Kissler <br /> stated she was not objectionable to a reservation policy when the <br /> quota of 15 is reached. David Elliott asked the Council to look at <br /> doing away with the cap of 15 permits. On roll call for approval of <br /> the Ordinance on first reading, the following vote was recorded: <br /> AYE: Younger. <br /> NAY: Brown, Coddington, Farr, Guerra, Kissler, Nicola. <br /> ABSTAIN: None. <br /> (Ms. Kissler present at 7:45 to vote on this item). <br /> Mayor Younger stated the Council would return to Item 3 on the Agenda, <br /> approval of the minutes of the Special Meeting held August 4, 1986. Mr. <br /> Farr moved to take the minutes off the table for reconsideration and <br /> Mayor Younger seconded the motion, which passed unanimously.
