SERVICES TO BE PERFORMED BY THE ENGINEER <br />Cottonwood Creek — 24" Waterline Tie In <br />San Marcos, Texas <br />The Cottonwood Creek 24" Waterline Tie In Project will include design and construction phase services of <br />approximately 6,400 LF of 24" water transmission main from McCarty and Cottonwood Creek to IH 35 and <br />Cottonwood Creek to connect the 24" main from the Surface Water Treatment Plant to the west side of town. <br />The Engineer shall provide the necessary engineering and technical services for the completion of <br />environmental studies, surveying and mapping, preliminary engineering technical memorandum development, <br />preparation of plans, specifications and cost projections for the project. <br />Engineering services will include preliminary design, design, bid and construction phase services. <br />The tasks and products are more fully described in the following TASK OUTLINE. <br />TASK OUTLINE <br />I. BASIC SERVICES <br />A. PRELIMINARY DESIGN PHASE SERVICES <br />1. DATA COLLECTION <br />(a) Collect available information from the City of San Marcos (COSM). Reference Exhibit A. <br />(b) Include the environmental studies as part of the preliminary engineering (see Special Services) <br />(c) Coordinate subconsultant and City efforts including modeling, surveying, geotechnical and <br />environmental studies. <br />(d) Review record drawings for existing water lines, roadways, culverts, roadway bores and the City of <br />San Marcos Hydraulic Model and master plan. <br />(e) Incorporate City and project stakeholders coordination efforts into the design concept. <br />2. PRELIMINARY DESIGN <br />(a) The Engineer will manage professional services to complete the project including, meetings, <br />progress reports, milestones and invoicing. <br />(b) Meet with the City staff to discuss our understanding of the Scope of Services to be performed <br />under this Contract. <br />(c) Prepare preliminary pipeline alignment plans. Identify configuration of connection points and <br />pipeline alignment. Prepare a preliminary alignment map for use in comparing up to three alignment <br />alternatives, with respect to: total length of pipeline, easement requirements, pipeline access and <br />maintenance considerations, and construction considerations. <br />(d) Walk with City staff along preliminary pipeline alignment. Make necessary adjustment of the <br />preliminary pipeline alignment based on field observation. <br />(e) Identify methods of construction along all portions of the alignment, including open cut trenching <br />and potential trenchless methods. Make preliminary recommendations on construction methods, <br />based on construction cost, surface constraints, environmental impacts, etc. <br />(f) Identify the construction easement requirements for the construction of the water line. <br />(g) Identify if any section of the project is within TxDOT ROW, Flood Plain Zone, Railroad ROW, <br />County ROW, or Recharge Zones and requires permitting. <br />(h) Construction materials <br />11/26/2013 <br />1 of 8 <br />
