<br /> The financial plan will include an estimate of capital <br /> investment along with a schedule of improvement proposed in the de- <br /> velopment plan for the airport. '!he development schedules will be <br /> based upon the short (5 year), intermediate (IO year), and long term <br /> (15 year) needs as developed in the plans for the facility. <br /> Finally, there will be an analysis of possible funding <br /> sources including general obligation bonds, revenue bonds, federal <br /> funding sources, and the possible infusion of private funding for <br /> certain airport improvement. A set of financial recommendations <br /> will be prepared for implementation. <br /> Task 10 - Preparation and Production of Study Doctnnents <br /> Upon completion of the Study, twenty copies of the Draft <br /> final report and full size prints of the Airport layout Plans will be <br /> submitted for review and comment. The Report will contain all perti- <br /> nent conclusions, recommendations, substantiating data and all neces- <br /> sary drawings and diagrams. <br /> Upon approval by the City of San Marcos, the Federal Avia- <br /> tion Administration, and other agencies, if required, fifty copies of <br /> the Final Report documents will be printed and delivered within thirty <br /> (30) days. Original work, including Airport Layout Plan drawings, <br /> will become the property of the city and will be delivered at comple- <br /> tion of the assignment. <br /> Production of other kinds of reports, promotional or inform- <br /> ational material, etc., may be accomplished at additional cost. <br /> 2.1.3 Schedule <br /> It is anticipated that five (5) months will be required to <br /> produce the final draft report. This schedule assumes no excessive <br /> delays due to review or coordination with the City of San Marcos, the <br /> Federal Aviation Administration or other agencies and organizations <br /> deemed necessary by the City. <br /> Contractor shall not be held responsible for delays to progress <br /> or completion due to circumstances beyond his control. It is express- <br /> ly understood that the Contractor shall submit a work plan, acceptable <br /> to the City, specifying the actions to be taken in accomplishing the <br /> tasks and objectives herein described, no later than 1 month after <br /> execution of this contract. <br />
