<br /> Task 8 - Airport Noise-Analysis <br /> Full consideration must be given to environmental factors <br /> which may be affected by development at San Marcos Municipal Airport. <br /> These factors must be carefully evaluated and analyzed to identify any <br /> adverse environmental affects that may result from the future improve- <br /> ments at the airport, especially in view of the dramatic changes in <br /> airport activity since 1981, when the original evironmental assessment <br /> was made. <br /> Of principal concern is noise, compatible land uses and <br /> social impacts that may arise as a result of increased airport <br /> activity. <br /> In order to produce this analysis, it will be necessary to <br /> develop noise contours for the principal operating scenarios, for the <br /> years 1985, 1990 and 2005. These contours will be superimposed upon <br /> land use maps for existing and anticipated conditions. An assessment <br /> of the airport's effect upon the surrounding area will be made, with <br /> emphasis on canpatible land uses and possible social impacts. <br /> The noise study required herein will be limited in scope and <br /> detail, and will not be considered as a formal environmental impact <br /> statement. Maximum use will be made of existing data, but new work <br /> will be performed jointly, as deemed appropriate by City and <br /> Contractor. The development of the noise study will be coordinated <br /> with the Director of Environment and Engineering and the Planning <br /> Director of the City. <br /> Task 9 - Developnent Schedule and Financial Plan <br /> Of the many benefits of an Airport Planning Study, the <br /> development of schedules and cost estimates for implementing the <br /> planned improvements is one of the most significant. <br /> This information is a valuable tool in planning capital <br /> expenditures incumbent to any improvements project. ']he development <br /> schedules will be presented to clearly define the improvements sched- <br /> ule and justification for each recommendation. <br /> A review of existing leases at the airport will be accom- <br /> plished, and an analysis performed with particular emphasis placed <br /> upon development of a leasing program designed to optimize revenue <br /> production and to enhance the airport's competitive position in <br /> attraction of new leases, particularly revenue producing endeavors. <br /> Recommendations for the leasing program will include sugges- <br /> ted leasing policy and administrative practices, and lease rates and <br /> fees. The implications of "through the fence" operations will be <br /> examined in context of financial impact on the airport. <br />
