<br /> -3- <br />shall be the absentee clerk's mailing address to which <br />ballot applications and ballots voted by mail may be sent <br />for said School District. Absentee votes shall be <br />delivered to the San Marcos Public Library at 12:00 noon on <br />April 6, 1985. The Absentee Voting Canvassing Board shall <br />consist of Presiding Judge Margie Villalpando and Alternate <br />Judge Mary Ann Till. Absentee votes shall be counted at <br />the central counting station. The special canvassing board <br />shall perform in accordance with the provisions of Articles <br />7.15 and 5.05, Texas Election Code. <br /> SECTION 10. That an electronic voting system, as the <br />term is defined in Article 7.15, Texas Election Code, shall <br />be utilized in connection with said election. Said system <br />shall be utilized for all absentee voting as well as for <br />all precinct voting conducted on election day. Ample <br />voting equipment shall be provided for absentee voting and <br />in each of the various precincts on election day. The <br />central counting station is established as the Conference <br />Room, San Marcos, City Hall, 630 East Hopkins. The <br />Presiding Judge of the Central Counting Station shall be <br />Dr. Wilbon Davis. The Alternate Judge and Counting Station <br />Supervisor shall be Danny Dever. <br /> SECTION 11. That said election shall be held under <br />the provisions of and in accordance with the provisions of <br />the Charter and Ordinances of the City of San Marcos, and <br />so far as may be applicable, in accordance with the laws of <br />the State of Texas. <br /> SECTION 12. That a copy of this Ordinance signed by <br />the Mayor of the City, attested by the City Secretary and <br />approved by the City Attorney, shall serve as proper notice <br />of said election. <br /> SECTION 13. That notice of said election including a <br />Spanish translation thereof, shall be published in a <br />newspaper published in San Marcos at least once between <br />March 12, 1985, and March 26, 1985; shall be posted in each <br />City election precinct in which said election is to be held <br />on or before March 16, 1985 and shall be posted on the <br />bulletin board at City Hall on or before March 16, 1985. <br /> SECTION 14. That a copy of this Ordinance shall be <br />delivered to the presiding judge of each election precinct <br />in which the election is ordered to be held, which copy <br />shall serve as a writ of election, giving notice of said <br />election, the location of the polling places and the hours <br />during which the polls shall be kept open. <br /> SECTION 15. That a test of the automatic tabulating <br />equipment shall be performed pursuant to Article 7.15-20(f) <br />of the Texas Election Code prior to the start of the count <br />of the ballots. Public notice of the time and place of the <br />test shall be given at least 48 hours prior thereto by <br />publication once in a newspaper of general circulation in <br />the area in which said equipment shall be used. A like <br />test shall be performed at the conclusion of the count <br />before the election returns are approved as official. <br /> SECTION 16. That the rate of compensation to be paid <br />judges and clerks for services rendered during said joint <br />general election by said City and the San Marcos <br />Consolidated Independent School District to be held on <br />April 6, 1985 be, and the same is hereby, established at <br />Five Dollars ($5.00) per hour. <br /> SECTION 17. That the additional compensation to be <br />paid judges who deliver returns of said election is hereby <br />established at Twenty-Five Dollars ($ 2 5 . 00 ) . <br />
