MEMORANDUM OF AGREEMENT <br />BETWEEN <br />THE CITY OF SAN MARCOS <br />AND TEXAS STATE UNIVERSITY <br />STATE OF TEXAS <br />COUNTY OF HAYS <br />The City of San Marcos (the "City ") and Texas State University (the "University "), enter <br />into this Memorandum of Agreement ( "MOA "), acting by and through their authorized officers <br />for the City's creation of a Youth Services Manager Position (the "Position "). <br />RECITALS: <br />WHEREAS, the City and the University wish to establish youth programming that will <br />include information on the benefits of a post- secondary education and continuing education <br />beyond a high school diploma. The City will support integration of college awareness and <br />readiness activities into City- sponsored out -of- school time activities and/or specific program <br />options that encourage college readiness among the youth of San Marcos, including information <br />on the State's recommended college prep high school curriculum. <br />WHEREAS, the parties wish to work cooperatively to create educational links between <br />the City and the University in order to continue the Bobcat Promise and to foster better <br />communications between the City, the University and the San Marcos Consolidated Independent <br />School District ( "SMCISD "). Representatives of the City, University and SMCISD and other <br />youth - service agencies will occupy seats on the San Marcos Commission on Children and Youth <br />( "the Commission "), which will provide leadership and oversight for ongoing collaborative <br />youth services planning for San Marcos area youth. <br />WHEREAS, each party, will pay an agreed upon amount to fund the Position contingent <br />upon funding availability. <br />NOW THEREFORE, in consideration of the mutual covenants and promises contained <br />herein, the parties agree as follows: <br />Section 1. Scope of Services <br />A. City Agreements: <br />The City agrees to: <br />1) Create a Youth Services Manager Position responsible for administering and <br />delivering programs for youth in the community and providing staff support to the <br />Commission for implementation of the Youth Master Plan.
