Attachment A <br />Scope of Work for <br />Alcohol and Drug Testing Services <br />The Services consist of drug and alcohol testing of City employees and prospective <br />employees in a variety of situations including pre - employment, random, post- accident and <br />reasonable suspicion. <br />A. SCOPE OF CONSULTANT'S SERVICES <br />The Consultant will, in compliance with all DOT protocol for specimen collection, <br />laboratory services, chain of custody, MRO, alcohol testing requirements, records management, <br />confidentiality and reports: <br />1) Drug and Alcohol Testing. Perform drug and alcohol testing in compliance with CFR Part <br />40 Regulations as follows: <br />a) Pre - employment drug and alcohol testing; <br />b) DOT required alcohol and controlled substance testing; <br />c) Random generation selection (DOT compliant); <br />d) Collection site management at a Physical Therapy and Rehab Concepts, PC certified <br />drug testing facility; <br />e) Medical Review Officer ( "MRO ") verification; <br />f) Blind proficiency testing; <br />g) Data management; <br />h) Legally defensible records management; and <br />i) Laboratory specimen analysis <br />2) Drug and Alcohol Testing Program. Perform a drug and alcohol testing program that will <br />include, but is not limited to the following tests and procedures listed below in compliance <br />with CFR Parts 40 and 382 for the approximately 80 City employees subject to DOT <br />standards and 370 Safety Sensitive Employees. <br />a) Pre - employment (approximately 100 per year); <br />b) Post accident (approximately 1 per year) available 24 hours per day /365 days per <br />year; <br />c) Random testing (approximately 444 per year) available 24 hours per day; <br />d) Reasonable suspicion (approximately 1 per year) available 24 hours per day /365 days <br />per year; <br />e) Return to duty (approximately 1 per year); and <br />f) Follow -up testing (substance abuse professional). <br />g) Alcohol tests (approximately 60 per year). <br />3 <br />CITY HALL • 630 EAST HOPKINS • SAN MARCOS, TExAS 78666.512.393.8150 • FACSIMILE 512.393.3983 <br />SANMARCOSTX.GOV <br />
