<br />70 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting August 25, 1986 Page 2 <br /> <br /> <br />Mayor Younger introduced for consideration approval of the minutes <br />of the Special Meeting held August 18, 1986. Ms. Kissler moved for <br />approval of the minutes and Mr. Guerra seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of the minutes <br />of the Special Meeting held August 20, 1986. Mr. Coddington moved <br />for approval of the minutes and Mr. Farr seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Younger announced Items 6A and 6B on the Agenda would be con- <br />sidered at this time on the Agenda, as there were so many persons <br />present who were interested in these two items. Mayor Younger intro- <br />duced for consideration a public hearing and approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE SUBDIVISION ORDINANCE OF <br />THE CITY OF SAN MARCOS BY ADDING SUBSECTIONS 19.1 AND <br />53.1 TO ARTICLE II, DEFINITIONS, SECTION B, TRANSPER- <br />RING CERTAIN SECTIONS PERTAINING TO DEVELOPMENT OVER <br />THE EDWARDS AQUIFER RECHARGE ZONE FROM ARTICLE VI, SEC- <br />TION F AND SECTION H, TO A NEW ARTICLE VI, SECTION M, <br />AND PROVIDING IN THE NEW SECTION M FOR WATER QUALITY <br />CONTROLS IN CRITICAL WATER QUALITY ZONES, PROVIDING FOR <br />INSPECTIONS, PROVIDING FOR PLAN APPROVAL AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the amendments. No one did, so <br />Mayor Younger closed the public hearing. Mayor Younger announced <br />another public hearing would be held on this Ordinance at the Regular <br />Meeting of the City Council on September 8, 1986. Mr. Coddington <br />moved to table first reading of the Ordinance until September 8, <br />1986 and Mayor Younger seconded the motion. On roll call the follow- <br />ing vote was recorded: <br /> <br />AYE: Brown, Coddington, Farr, Younger, Kissler. <br /> <br />NAY: Guerra, Nicola. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Younger introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE MASTER PLAN OP SAID CITY <br />BY AJ1ENDING A PORTION OF MAP IV-I, FUTURE LAND USE <br />PLAN, TO ADD MAP IV-lA (WHICH INCLUDES THE AREA COMMON- <br />LY KNOWN AS PRIORITY AREA I), AND AMENDING ALL REFER- <br />ENCES IN SAID MASTER PLAN FROM "MAP IV-I" TO "MAP IV-l <br />AND MAP IV-lA", AND DECLARING AN EFPECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the amendment. Prank Robbins advised <br />the Council and public the reason for the proposed changes is to protect <br />environmentally sensitive areas and the new map will include land use <br />for our 2-mile ETJ. Mr. Robbins explained the various land use desig- <br />nations to the public and the future land use map was moved to the <br />hall to answer specific questions of citizens. No one wished to speak <br />for or against the amendment, so Mayor Younger closed the public hearing. <br />
