Ralph Gonzales reminded the Council there are <br />citizens who have difficulty in paying their property taxes. He <br />stated if the Council considers salary increases to please not tax <br />the citizens for the raises and especially the poor. He stated the <br />City's permit charges are tough on the poor. He gave an example <br />where it took six months to obtain a permit to build a 1000 square- <br />foot home which was done by charity. He stated the City needs to fix <br />Ms. Rubio's street. John McBride stated he does not want the services <br />cut and wants the Legal and Planning staffs to remain the same. He <br />requested the City fund $30,000 for restrooms and lighting, which <br />will be utilized by 500 Little League players. Sylvia Newsom said <br />San Marcos is a progressive city with a positive attitude. She said <br />the citizens she talked with are not interested in cutbacks. She said <br />the City could possibly freeze some positions. She offered praise to <br />the City Manager, Prank Robbins and the Legal Department. She said <br />she was concerned with any cuts that might be made to the Fire and <br />Police Departments and encouraged the Council to remain positive and <br />support the Staff. Berry James requested the City fund the Little <br />League project as a CIP improvement. He said the Little League has <br />raised funds and needs the City to match funds. Terry Lighthouse said <br />taxes hit retired persons on fixed incomes hard. He is in favor of the <br />City collecting delinquent taxes. No one else wished to speak at the <br />public hearing on the budgets, so Mayor Younger closed the public hear- <br />lng. <br /> <br />Mayor Younger introduced a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF <br />BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 <br />(VOL. 66) BY ZONING PREVIOUSLY UNZONED PROPERTY TO A <br />ZONING DESIGNATION OF "c" (COMMERCIAL DISTRICT), BEING <br />0.011 ACRES, MORE OR LESS, OF LAND AREA AS PREPARED FOR <br />ZONING PURPOSES ONLY, IN THE J. M. VERAMENDI SURVEY NO. <br />2, BEING A PORTION OF THAT 0.50 ACRE TRACT CONVEYED <br />BY SAN MARCOS INDUSTRIAL FOUNDATION, INC. TO C. C. HOLT, <br />ET UX, BY DEED DATED SEPTEMBER 21, 1978 AND RECORDED IN <br />VOLUME 316, PAGE 380 OF THE HAYS COUNTY DEED RECORDS, <br />SAID 0.50 ACRE TRACT BEING A PORTION OF THAT 6.80 ACRE <br />TRACT CONVEYED BY C. C. HOLT TO CHARLES D. NASH, JR. BY <br />DEED DATED OCTOBER 15, 1984 AND RECORDED IN VOLUME 475, <br />PAGE 580 OF THE HAYS COUNTY REAL PROPERTY RECORDS AND <br />LOCATED IN THE VICINITY OF I. H. 35 SOUTH AT BLANCO <br />RIVER; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or opposition to the Ordinance. Ed Shoemake was present <br />to answer questions of the Council and give the location of the zoning. <br />Shirley Wickersham asked how the City could provide a permit in the <br />floodplain. Frank Robbins stated they would have to build above the <br />flood level. No one else wished to speak, so Mayor Younger closed the <br />public hearing. Mr. Farr moved for adoption of the Zoning Ordinance <br />and Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br />
