Patsy <br />Greiner stated this property would have detention and control of the <br />runoff as well as parkland. Ralph Gonzales said he has seen the <br />pond studies on the maps of the engineers. He said the people of <br />the area know where the runoff water goes, and it is not in this <br />area. He said the maps are misleading, because he knows the water <br />runs by his house. He asked how citizens are supposed to get to <br />this park when the area is developed. Frank Robbins said Del Sol <br />could be extended but it is not in the thoroughfare plans for exten- <br />sion. He said access would have to be provided. Mr. Robbins stated <br />in the platting process the City can require ultimate runoff deten- <br />tion. Patsy Greiner stated they were working with another property <br />owner in the area for possible regional detention. Ralph Gonzales <br />stated detention needs to be where the runoff is. Mr. Farr advised <br />Mr. Gonzales engineering would have to address the runoff. Mr. Farr <br />requested Staff to make proposals of guidelines for development of <br />streets where one landowner is left bearing the expense for street <br />extensions (City Manager Gonzalez stated street assessment would be <br />one possibility). No one else wished to speak, so Mayor Younger <br />closed the public hearing. Mr. Nicola moved for adoption of the <br />Zoning Ordinance and Mr. Brown seconded the motion. On roll call <br />the following vote was recorded: <br /> <br />AYE: Brown, Farr, Younger, Guerra, Kissler, Nicola. <br /> <br />NAY: None. <br /> <br />ABSTAIN: None. <br /> <br />(Mr. Coddington did not vote on this matter). <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OP SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OP <br />BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 <br />(VOL. 66) BY CHANGING THE ZONING OF 3.99 ACRES, MORE <br />OR LESS, OF LAND AREA IN THE J. M. VERAMENDI SURVEY <br />NO.1, SAN MARCOS, HAYS COUNTY, TEXAS, BEING A PORTION <br />OF THAT TRACT DESCRIBED AS 88.28 ACRES IN A DEED FROM <br />ISOM H. HALE AND T. L.
