75 Regular Meeting August 25, 1986 Page 7 Mayor Younger opened the public hearing and asked if anyone wished to speak in favor or in opposition to the Zoning Ordinance. Patsy Greiner stated this property would have detention and control of the runoff as well as parkland. Ralph Gonzales said he has seen the pond studies on the maps of the engineers. He said the people of the area know where the runoff water goes, and it is not in this area. He said the maps are misleading, because he knows the water runs by his house. He asked how citizens are supposed to get to this park when the area is developed. Frank Robbins said Del Sol could be extended but it is not in the thoroughfare plans for exten- sion. He said access would have to be provided. Mr. Robbins stated in the platting process the City can require ultimate runoff deten- tion. Patsy Greiner stated they were working with another property owner in the area for possible regional detention. Ralph Gonzales stated detention needs to be where the runoff is. Mr. Farr advised Mr. Gonzales engineering would have to address the runoff. Mr. Farr requested Staff to make proposals of guidelines for development of streets where one landowner is left bearing the expense for street extensions (City Manager Gonzalez stated street assessment would be one possibility). No one else wished to speak, so Mayor Younger closed the public hearing. Mr. Nicola moved for adoption of the Zoning Ordinance and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Guerra, Kissler, Nicola. NAY: None. ABSTAIN: None. (Mr. Coddington did not vote on this matter). Mayor Younger introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OP SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OP BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 (VOL. 66) BY CHANGING THE ZONING OF 3.99 ACRES, MORE OR LESS, OF LAND AREA IN THE J. M. VERAMENDI SURVEY NO.1, SAN MARCOS, HAYS COUNTY, TEXAS, BEING A PORTION OF THAT TRACT DESCRIBED AS 88.28 ACRES IN A DEED FROM ISOM H. HALE AND T. L. WEATHERS TO ADVENTIST HEALTH SYSTEM/SUNBELT, INC. DATED APRIL 20,1981 AS RECORDED IN VOLUME 356, PAGE 676 OF THE HAYS COUNTY DEED RECORDS, AND LOCATED ON THE NORTHEAST CORNER OF WONDER WORLD DRIVE AND WEST OF HIGHWAY 123 FROM "R-l" (SINGLE-FAMILY DWEL- LING DISTRICT) TO "c" (COMMERCIAL DISTRICT); AND DECLAR- ING AN EFFECTIVE DATE.
