Ho~..,eve r, since so much time was spent on developing the <br />ideas, we did not have sufficient time to generate any consensus as to <br />the best approach which could be presented to City Council for their <br />consideration. vIe have, therefore, called for a second meeting to be <br />held Thursday, February 2lst at 9:ØØ a.m., in City Hall Council <br />Chambers to continue the discussion. <br />To help organize your thoughts for the second meeting, the following <br />summary is provided. Seven basic parameters were presented which define <br />the problem. The solution to allocating remaining wastewater capacity <br />will have to address the concerns that: <br />1. The City Council will most likely be looking for a solution <br /> which will include developers fronting the expense of <br /> construction needed package plants; <br />2. For the good of the community, the solution should allow <br /> those who are prepared to develop to receive se\..¡erage <br /> allocations and proceed; <br />3. Any solution will only address wastewater system allocation <br /> and will not address any other concerns such as problems with <br /> zoning, platting, moratoriums, availability of utility lines, <br /> market forces, etc.; <br />4.
