Herrera <br />Director of Finance Betty Oliver <br />Director of Public Works George Boeker <br /> <br />Also Present: Fred Saffer, Wayne Moore, Charles Stone, Mark hendricks, <br />Dan Smith, Henry Krause, Shirley Wickersham, Chip Collins, Ben Ford, <br />Jeff Hill, Marty Sullivan and others. <br /> <br />Mayor Younger called the meeting to order at 7:00 p.m. <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ESTABLISHING INTERIM ELECTRIC TARIFFS, <br />INTERIM RULES AND REGULATIONS FOR THE OPERATION OF THE <br />ELECTRIC DISTRIBUTION SYSTEM, AN INTERIM LINE EXTENSION <br />POLICY AND AN ELECTRIC UTILITY BOARD, PROVIDING FOR THE <br />POWERS AND DUTIES OF THE BOARD, THE APPOINTMENT OF THE <br />BOARD AND SUCCESSOR BOARD MEMBERS AND OTHER MATTERS PER- <br />TAINING TO THE BOARD'S ORGANIZATION AND DUTIES, DECLARING <br />AN EMERGENCY AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in regard to this Ordinance. Burrell Helton of First American <br />Lutheran Church stated the proposed rates would be charging the church <br />three times as much as the residential rate. Mayor Younger stated he <br />thought it was unfair to say the City is increasing the rates when the <br />rates would have increased even if LCRA had kept the system. Mr. Gon- <br />zalez stated he would meet with Mr. Helton to go over his estimated <br />figures. No one else wished to speak, so Mayor Younger closed the <br />public hearing (Messrs. Brown and Guerra were present for the public <br />hearing ~ 7:01 p.m.). Mr. Brown moved for adoption of the Ordinance <br />on emergency and Ms. Kissler seconded the motion. Charles Revelle <br />of Saffer and Company stated his company had been involved with the <br />rate schedules, rules and regulations and line extension policy, which <br />are a part of this Ordinance. He stated the main change in the tariffs <br />will be the rates. Residential rates will be approximately 8.3% over <br />LCRA's residential rates and small general services' rates will be in- <br />creased approximately 16% with the breakpoint at 50 KW. He stated the <br />direction that had been given Saffer and Company was to model LCRA's <br />current retail schedules. He stated they were preparing a study of <br />the rate structure now and that they will present it to the Council <br />prior to adoption of this Ordinance and said they were making fine <br />tuning adjustments now. He stated the rates are a flat rate. He <br />stated another major change will be that the City will charge deposits <br />of $50.00 per meter (or approximately two months' usage), and Mr. <br />Gonzalez added this is a matter that could be reviewed with the Utility <br />Board once it is in place.
