<br /> 38 <br />Regular Meeting September 22, 1986 Page 5 <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF 9AN <br /> MARCOS, TEXAS, AMENDING CHAPTER 29, ENTITLED, "TPAF- <br /> F IC" CF THE SAN MARCOS CODE OF ORDINANCES BY THE ßD- <br /> DITION OF PROVISIONS FOR SPEED LIMITS ON HIGHWA~ 123 <br /> AND DECLARING AN EFFECTIVE DATE. <br />Mayor Younger moved for adoption of the Ordinance on emergency and <br />Mr. Brown seconded the motion, which passed unanimously. <br />Mayer Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption vlhich was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDIN:; SECTION 2-31 OF THE SAN MARCOS <br /> CODE OF ORDImNCES BY ADDING ONE POLICE OFFICER TO <br /> ACCOMMODATE EXPANSION OF THE CRIME PREVENTION GRANT <br /> AND TWO FIREFIGHTERS AND DECLARING AN EMERGENCY. <br />Mr. Farr moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. On roll call the following vote was <br />recorded: <br /> AYE: Brown, Farr, Younger, Kissler. <br /> NAY: Coddington, Guerra, Nicola. <br /> ABSTAIN: None. <br />The Ordinance would have required five votes of approval to pass on <br />emergency, so the Ordinance automatically passed on first reading <br />since it only received four votes of approv~l. <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING CHAPTER 30 OF THE SAN MARCOS <br /> CODE OF ORDINANCES TO INCLUDE ARTICLE III, DIVISION I <br /> TO BE ENTITLED "INDUSTRIAL WASTE ORDINANCE", REGULATING <br /> THE DISCHARGE OF INDUSTRIAL WASTE INTO THE SANITARY SEWER- <br /> AGE SYSTEM AND THE STORM DRAINAGE SYSTEM OF THE CITY OF <br /> SAN MARCOS BY DEFINING TERMS, REQUIRING STRUCTURES, PROVID- <br /> ING FOR PERMITS FOR DISCHARGING INDUSTRIAL WASTE INTO A <br /> PUBLIC SEWER OR WATERCOURSE, AUTHORIZING DISCONNECTION <br /> OF WATER AND/OR SANITARY SEWER SERVICE TO PERSONS VIOLAT- <br /> ING THIS ORDINANCE, PROVIDING FOR INSPECTION AND SAMPLING <br /> OF INDUSTRIAL WASTE DISCHARGES, PROHIBITING THE DISCHARGE <br /> OF CERTAIN WASTES INTO PUBLIC SEWERS OR WATERCOURSES, RE- <br /> QUIRING PRETREATMENT OF CERTAIN INDUSTRIAL WASTES, PROVID- <br /> ING A SURCHARGE FOR NORMAL SEWAGE, AUTHORIZING THE DIRECTOR <br /> OF ENVIRONMENT AND ENGINEERING TO DETERMINE THE SUFFICIENCY <br /> OF PRETREATMENT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR <br /> ORDINANCES AND PROVISIONS OF SAN MARCOS IN CONFLICT WITH IT; <br /> PROVIDING REMEDIES; PROVIDING PENALTIES; PROVIDING FOR SE- <br /> PARABILITY; AND DECLARING AN EFFECTIVE DATE. <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Coddington seconded the motion. Mayor Younger asked Steve Jenkins <br />how much more restrictive our Ordinance is than State requires. Mr. <br />Jenkins stated it is more restrictive in two areas: attenuation of <br />peak flows and incorporation of the Plumbing Code regarding grip <br />traps. <br />
