40 Regular Meeting September 22, 1986 Page 7 Mr. Guerra moved for approval of the Ordinance on first reading and Mayor Younger seconded the motion. There was a discussion of whether or not Pleasant Drive is a city street, which was undetermined. Mayor Younger moved to table this Ordinance until a determination is made whether or not this is a city street and Mr. Guerra seconded the motion, which passed unanimously (Mr. Nicola left meeting 10:56 p.m.-not present to vote on this item). Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REPEALING SECTIONS 16-6 (FIGHTING IN PUBLIC) AND 16-10 (VAGRANCY) OF CHAPTER 16 OF ARTICLE I OF THE CODE OF ORDINANCES; AND ESTABLISHING AN EFFECT- IVE DATE. Mr. Guerra moved for approval of the Ordinance on first reading and Mayor Younger seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING THE PROPERTY ON WHICH THE OLD FISH HATCHERY BUILDING SITS AS PARKLAND AND ESTABLISHING AN EFFECTIVE DATE. Mr. Guerra moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion. Mr. Gonzalez advised the Council the Chamber wanted to fund xeriscaping for the area around the Fish Hatchery if they were assured it would be made parkland. Mayor Younger did not want to dedicate this property as parkland. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Kissler. NAY: Coddington, Younger. ABSTAIN: None. Mayor Younger introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE SUBDIVISION ORDINANCE OF THE CITY OF SAN MARCOS BY ADDING SUBSECTIONS 19.1 AND 53.1 TO ARTICLE II. DEFINITIONS, SECTION B, TRANSFER- RING CERTAIN SECTIONS PERTAINING TO DEVELOPMENT OVER THE EDWARDS AQUIFER RECHARGE ZONE FROM ARTICLE VI, SECTION P AND SECTION H, TO A NEW ARTICLE VI, SECTION M, AND PROVIDING IN THE NEW SECTION M FOR WATER QUALITY CON- TROLS IN CRITICAL WATER QUALITY ZONES, PROVIDING FOR INSPECTIONS, PROVIDING FOR PLAN APPROVAL AND DECLARING AN EFFECTIVE DATE. Mayor Younger moved for approval of the Ordinance on second reading and Mr. Farr seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE MASTER PLAN OF SAID CITY BY AMENDING A PORTION OF MAP IV-I, FUTURE LAND USE PLAN, TO ADD MAP IV-IA (WHICH INCLUDES THE AREA COM- MONLY KNOWN AS PRIORITY AREA I), AND AMENDING ALL RE- FERENCES IN SAID MASTER PLAN FROM "MAP IV-III TO '~MAP IV-l AND MAP IV-IA", AND DECLARING AN EFFECTIVE DATE.
