<br />8 <br /> <br />Special Meeting <br /> <br />September 29, 1986 <br /> <br />Page 2 <br /> <br />AYE: <br /> <br />Brown, Coddington, Farr, Younger, Kissler. <br /> <br />NAY: <br /> <br />Guerra, Nicola. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ACCEPTING A GRANT FROM THE FEDERAL <br />AVIATION ADMINISTRATION FOR AN AIRPORT IMPROVEMENT <br />PROGRAM PORJECT AT THE SAN MARCOS MUNICIPAL AIRPORT <br />CONSISTING OF THE CONSTRUCTION OF A.I.P. PROJECT NO. <br />3-48-0195-04-87, RECONSTRUCTION OF RUNWAY 12-30, AUTHOR- <br />IZING THE MAYOR TO EXECUTE THE GRANT AGREEMENT WITH THE <br />FEDERAL AVIATION ADMINISTRATION, AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br />Mr. Farr moved for adoption of the Resolution and Ms. Kissler seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of a change order <br />on Post Road to include Lime Kiln extension. Mayor Younger moved to <br />approve the change order in the amount of $9,386.66 and Ms. Kissler <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration Mayor's discussion item <br />regarding Legal Aid. Mr. Coddington stated during the budget process <br />it had been discussed that the income eligibility guidelines were <br />too restrictive, and that the City wanted to set a level and propose <br />guidelines and to restrict the eligibility to City residents. Ms. <br />Ofelia Vasquez of Community Action stated they have been operating <br />the low income program and that there need to be guidelines or they <br />will be swamped with requests. Mr. Coddington proposed each attorney <br />in hays County agree to handle two cases per year (2 cases X 100 <br />attorneys in Hays County = 200). Mr. Coddington stated that a portion <br />of the $29,000 funded for Legal Aid could possibly be budgeted to help <br />support the pro bona program. Del Ruiseco of the Legal Aid Program <br />stated some attorneys in town are already handling cases for the poor <br />but it is not a monitored program at this point. Mr. Nicola questioned <br />whether or not such a program could work if the City sets more liberal <br />guidelines and not fund as much money. Mr. Farr stated the program <br />would be designated for City use only for our funds of $29,000.00. <br />Mr. Ruiseco advised the Council the County had funded $1,250.00 from <br />Revenue Sharing Funds if such funds were received by the County. Mr. <br />Ruiseco also advised the Council the County. assists the Legal Aid <br />Program by waiving filing fees of approximately $18,000.00-$22,000.00 <br />per year. Mr. Guerra stated he would be in favor of slightly liber- <br />alizing the guidelines. Mayor Younger stated when the Hays County <br />Bar Association passes their Resolution scheduled to be adopted October <br />10, 1986, the Council will set guidelines. Ms. Vasquez is to recom- <br />mend guidelines as well. Legal Aid is to bring a Program to the <br />Council for consideration. Mr. Gonzalez stated the Staff would work <br />on a contract but at some point it would need to be referred to the <br />Legal Department to prepare. Mr. Guerra stated he wanted Mr. Codding- <br />ton's suggestioĊ“ to be included, and Mr. Nicola stated he wanted Ms. <br />Vasquez's guidelines to be included. <br />
