<br />9 <br /> <br />Special Meeting <br /> <br />September 29, 1986 <br /> <br />Page 3 <br /> <br />Mayor Younger introduced a discussion regarding the Public Works Com- <br />plex Addition. Mr. Gonzalez stated the Council requested the Staff <br />to generate information regarding a second floor addition to the <br />Public Works building for CAD (Central Appraisal District). Roy <br />Peyton of Black and Veatch advised the Council is was feasible to <br />add a second floor. Mr. Guerra asked Mr. Peyton if an addition <br />would extend the completion date past June 1st. Mr. Peyton stated <br />the completion date is presently July 17 and additional planning <br />time would be needed for any addition. Mr. Peyton reviewed with <br />Council the base cost for the addition of a second floor for the <br />CAD building as follows: <br /> <br />9,316 sq.ft. of office space <br />Interior finish (walls, etc.) <br />Stair and elevator tower (3rd fIr.) <br />Elevator (3rd fIr.) <br />Stair Tower <br />Parking - 40 spaces - 2nd fIr. <br />Base Cost <br /> <br />$385,874 <br />111,792 <br />84,240 <br />54,834 <br />24,960 <br />30,000 <br />$691,700 <br /> <br />Mr. Peyton proposed three alternatives for the Council's direction: <br />(1) building the Public Works Complex to include the first floor for <br />C.A.D.; (2) go with the plans as drawn up, put it out for bids, go <br />into construction phase, and if Council wants 2nd floor, immediately <br />go out with plans and bids for addition. Mr. Peyton pointed out if . <br />the contractor is different on the 2nd floor bid, it would possibly <br />be a disaster; and (3) immediately add the 2nd floor to the plans, <br />which would add a little time. Mr. Peyton stated this would be more <br />economical than Alternate 2 and would have better coordination. Mr. <br />Nicola was concerned how we were going to pay for an addition. Mr. <br />Gonzalez stated the funds budgeted for the Police/Municipal Court <br />trailer could be applied and also suggested Certificates of Obliga- <br />tion. Mayor Younger asked Mr. Peyton what the completion dates might <br />be for the alternatives, and Mr. Peyton stated July 17,1987 for <br />Alternate 1 and an additional six weeks for Alternate 3. Mr. Peyton <br />stated if the Council stayed with Alternate 1 that they would bring <br />the plans for approval on October 13,1986. Mr. Coddington stated <br />he favored Alternate 3 with space for CAD, Municipal Court and WIC <br />and stated it would probably be cheaper than outlined by Mr. Peyton. <br />He stated Certificates of Obligation would not be a very acceptable <br />payment alternative. Mr. Peyton stated their fee for expansion of <br />the contract would run 7% of the cost of construction (approximately <br />$48,300). Mr. Gonzalez asked for direction from the Council of what <br />coordination was desired. Mayor Younger stated the City would need <br />to find out if CAD is agreeable and if the extension of time is accept- <br />able; the City would need to give direction to Black and Veatch; and <br />(3) the Council would need to come to a consensus of what alternative <br />to follow. Mr. Peyton stated it would be possible to build the CAD <br />portion before the Public Works' portion. Mr. Coddington stated he <br />does not want the project funded with Certificates of Obligation and <br />wants the Council to consider a different method of payment.
