The Council reconvened into regular session at approximately 6:04 p.m. <br />MOTION: Upon a motion made by Council Member Becak and a second by Council Member <br />Scott, the City Council voted (7) for and none (0) opposed, to direct the City Manger to extend <br />proposals to two (2) companies to locate in the City, subject to City Council approval of any <br />final economic development incentive agreements with the companies. The motion carried. <br />5. Hold discussion and provide direction to Staff and Normandy Group on City of San <br />Marcos Federal policy priorities. <br />Melissa Millecam, Director of Communications provided the Council with an outline of the <br />proposed Federal policy priorities. The Council provided consensus with what was being <br />proposed. <br />6. Invocation <br />A moment of silence was observed. <br />7. Pledges of Allegiance - United States and Texas <br />Josiah Barrigan, a 5th grade student from Hernandez Elementary, led the pledges. <br />8. 30 Minute Citizen Comment Period <br />Jane Hughson, San Marcos, addressed the possible change of Guadalupe St going from one way <br />to two way. She asked the Council not to do it. She provided a number of reasons as to why this <br />would not be a good idea. She provided a couple of suggestions that would make Guadalupe St. <br />more navigable by visitors. <br />Scott Gregson, San Marcos, addressed the Council regarding the Impact Fee increase that is <br />being recommended by CUAB. He provided reasons from the memo that the CURB submitted <br />to the Council. <br />Gena Fleming, San Marcos, spoke against item # 13 and asked that the item be postponed. She <br />stated a number of issues that she had with the agreement and the leasing of our ground water <br />permit. <br />Consent Agenda <br />9. Consider approval of the December 3, 2013 Regular City Council Meeting Minutes and <br />the December 10, 2013 Special City Council Meeting Minutes. <br />lO.Consider approval of Ordinance 2013 -69, on the second of two readings, creating <br />Transportation Reinvestment Zone Number One, City of San Marcos for the extension <br />and expansion of FM 110. <br />11.Consider approval of Ordinance 2013 -72, on the second of two readings, amending <br />
