Section 82.162 of the San Marcos City Code to authorize the City Manager to designate parking spaces for back -in parking and amending Section 82.159 of the San Marcos City Code to make parking head -in into a back -in parking space a level two parking violation; providing a savings clause; providing for the repeal of any conflicting provisions; and providing an effective date. 12.Consider approval of Ordinance 2013 -73, on the second of two readings, extending the residential home improvement exemption from Building Permit Fees established by Ordinance 2011 -30 through December 31, 2014; authorizing the City Council to grant further extensions of the exemption by motion or by resolution; and providing an effective date. 13.Consider approval of Resolution 2013 -184R approving a lease with Martin Marietta Materials Southwest, Inc., leasing the City's right to withdraw 1,000 acre feet of water from the Edwards Aquifer during the lease term beginning on January 1, 2014 and ending on December 31, 2014 in exchange for payment to the City of $240,000 in lease payments and payment of Edwards Aquifer Management Fees in the sum of $84,000; and declaring an effective date. 14.Consider approval of Resolution 2013 -186R approving a Memorandum of Agreement with Texas State University in connection with the City's creation of a Youth Services Manager Position; authorizing the City Manager or his designee to execute the agreement; and declaring an effective date. 15.Consider approval of Resolution 2013 -187R, approving an Interlocal Cooperation Agreement between the City of San Marcos and Dallas County Schools d /b /a Texserve to enforce and administer the Automated School Bus Stop Arm Enforcement Program; and declaring an effective date. 16.Consider approval of Resolution 2013 -188R approving a Memorandum of Agreement with the United States Fish and Wildlife Service - San Marcos Aquatic Resources Center for the propagation of Texas wild rice and other native plants for habitat restoration in the San Marcos River in the total amount of $392,862.00 for years 2013 -2019 contingent upon the Edwards Aquifer Authority's approval of an Interlocal Agreement with the City for Aquifer Habitat Conservation Plan Program Funding; authorizing the City Manager or his designee to execute this agreement on behalf of the City; and declaring an effective date. 7.Consider approval of Resolution 2013 -189R awarding a contract to Delta Star, Inc., in the total estimated annual amount of $2,079,450.00 for the purchase of three -phase power substation transformers; authorizing the Purchasing Manager to execute purchasing documents on behalf of the City, and declaring an effective date. 18.Consider approval of Resolution 2013 -19OR approving the purchase of a 201.4 Altec Bucket Truck for the Public Services Department - Electric Division from Altec Industries, Inc., through the Texas Comptroller Of Public Account's Texas Multiple
