MOTION: Upon a motion made by Council Member Becak and a second by Council Member <br />Scott, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013 -75, <br />on the first of two readings, as previously captioned. The motion carried unanimously. <br />33.Consider approval of Ordinance 2013 -76, on the first of two readings, authorizing the <br />partial release of area from the San Marcos Extraterritorial Jurisdiction (ETJ) to the <br />City of Uhland in exchange for the City of Uhland's partial release of area from <br />Uhland's ETJ to the City of San Marcos; establishing agreed ETJ boundaries with the <br />City of Uhland, Texas; authorizing the expansion of San Marcos ETJ, and establishment <br />of an agreed San Marcos - Uhland ETJ boundary; establishing a revised ETJ boundary <br />line for San Marcos; authorizing the Mayor to execute any and all documents for <br />approval and implementation of this Ordinance; providing for an effective date; and <br />providing for severability. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomaides, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -76, on the first of two readings, as previously captioned. The motion carried unanimously. <br />34.Consider approval of Ordinance 2013 -77, on the first of two readings, amending <br />Chapter 82, Article 4, Division 2, Residential Parking, of the City of San Marcos Code of <br />Ordinances for the purpose of establishing a Residential Parking Program; providing a <br />savings clause; providing for the repeal of any conflicting provisions; providing <br />penalties; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Guerrero and a second by Council <br />Member Becak, the City Council voted six (6) for and one (1) opposed, Council Member <br />Prewitt, to postpone Ordinance 2013 -77 to the January 7, 2014 Regular City Council Meeting. <br />The motion carried. <br />35.Consider approval of Resolution 2013 -185R adopting a new Economic Development <br />Incentives Policy; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomaides, the City Council voted seven (7) for and none (0) opposed, to approve Resolution <br />2013 -185R, as previously captioned. The motion carried unanimously. <br />36.Consider approval of Resolution 2013 -20OR approving an interlocal agreement with the <br />Lone Star Rail District to provide funding for passenger rail service to San Marcos by <br />establishing a Transportation Infrastructure Zone pursuant to Section 173.256 of the <br />Texas Transportation Code; authorizing the City Manager to execute the agreement on <br />behalf of the City; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Prewitt, the City Council voted seven (7) for and none (0) opposed, to approve <br />Resolution 2013 -200R, as previously captioned. The motion carried unanimously. <br />
