Dianne Wassenich, 11 Tanglewood, spoke in favor of going to two -way versus one -way. She <br />believed that it would be more pedestrian friendly and that this would help control speed. She <br />also spoke in favor of the Parking Plan and asked that the downtown merchants be included. <br />John David Carson. 711 Patterson Ave, Austin, spoke in favor of this item. He stated that his <br />preference is two -way because it helps calm traffic and provides night /day visibility of <br />businesses. He urged the Council to acquire all of the TXDOT roadways running through <br />downtown because he felt that Cities should own their main streets. He endorsed the parking <br />plan proposed to Council. <br />Sherwood Bishop, 124 Elm hill Court, addressed the Council of his support of the one -way vs. <br />two -way conversion and parking plan due to the future growth that we are anticipating in relation <br />to the growth of the University. He also spoke in favor of the back -in parking. <br />There being no further comments Mayor Guerrero closed the public hearing at approximately <br />9:54pm. <br />Council provided consensus on the moving forward with the two -way conversion, creation of a <br />parking management district and for Staff to continue outreach, to extend the TIRZ No. 5, and <br />for Staff to look further into the City obtaining TXDOT roadways that run through downtown. <br />Non Consent Agenda <br />31.Consider approval of Ordinance 2013 -70, on the second of two readings, updating and <br />amending Water and Wastewater Impact Fees to be charged by the City of San Marcos <br />by amending Chapter 86, Article 5, Division 4 - Impact Fees, of the San Marcos City <br />Code; adopting updated Land Use Assumptions and an updated Capital Improvements <br />Plan; amending the Impact Fee Service Area Boundaries for these facilities; adopting <br />the 2013 Update of the Water and Wastewater Impact Fees Report; amending <br />exemptions and exclusions from Impact Fees; and by deleting Chapter 7, Article 7 - <br />Impact Fees and Chapter 8 - Definitions, Article 3 - Impact Fee definitions by deleting <br />these sections in their entirety from the Land Development Code to avoid duplication; <br />providing for severability; providing for savings and repeal; including procedural <br />provisions; providing for penalties; and providing for an effective date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Prewitt, the City Council voted four (4) for and (3) opposed, Council Member Becak, <br />Scott, and Thomason, to approve Ordinance 2013 -70, on the second of two readings, as <br />previously captioned. The motion carried. <br />32.Consider approval of Ordinance 2013 -75, on the first of two readings, amending <br />Chapter 82 of the City Code of San Marcos, Texas, by amending Section 82.010 to <br />establish a civil penaltv for the offense of passing a stopped school bus; and providing <br />for a civil fine of $300 per violation. <br />
