Following the Staff presentation Mayor Guerrero opened the public hearing at approximately <br />7:09pm <br />Jane Hughson, San Marcos, spoke in favor of the projecting signs. <br />Jay Horton, San Marcos, spoke in favor of this change and thanked the staff for their hard work. <br />There being no further comments Mayor Guerrero closed the public hearing at approximately <br />7:1 1pm. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Prather, the City Council voted four (4) for and three (3) opposed, Council Member <br />Becak, Scott, and Thomason to approve Ordinance 2013 -74, on the first of two readings, as <br />previously captioned. The motion carried. <br />29.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />and against the 2012 CDBG Consolidated Annual Performance and Evaluation Report <br />(CAPER). <br />Janis Hendrix, Community Initiatives Program Administrator, provided the Council with an <br />overview of the CAPER. <br />Mayor Guerrero opened the public hearing at approximately 7:05pm. <br />There being no comments Mayor Guerrero closed the public hearing at approximately 7:05pm. <br />No further action was necessary. <br />30.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against downtown implementation efforts including: cross - sections and streetscape <br />standards for downtown streets; potential conversion of one -way streets to two -way; a <br />comprehensive parking management strategy, and an economic development incentive <br />policy that encourages reinvestment in downtown; hold discussion, and provide <br />direction to Staff. <br />Matthew Lewis, Director of Development Services, provided the Council with a presentation <br />regarding downtown implementation efforts as previously captioned. <br />Following the Staff presentation Mayor Guerrero opened the public hearing at approximately <br />9:42pm <br />Ted Breihan, 134 Hillcrest and Business Owner on Edward Gary, spoke against the one -way, <br />two -way conversion. He addressed concerns about getting onto 35 from LBJ and stated that <br />Guadalupe St. was utilized far more than LBJ and how he believed it would lead to LBJ being <br />blighted. <br />
