Following the Staff presentation Mayor Guerrero opened the public hearing at approximately 7:09pm Jane Hughson, San Marcos, spoke in favor of the projecting signs. Jay Horton, San Marcos, spoke in favor of this change and thanked the staff for their hard work. There being no further comments Mayor Guerrero closed the public hearing at approximately 7:1 1pm. MOTION: Upon a motion made by Council Member Thomaides and a second by Council Member Prather, the City Council voted four (4) for and three (3) opposed, Council Member Becak, Scott, and Thomason to approve Ordinance 2013 -74, on the first of two readings, as previously captioned. The motion carried. 29.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for and against the 2012 CDBG Consolidated Annual Performance and Evaluation Report (CAPER). Janis Hendrix, Community Initiatives Program Administrator, provided the Council with an overview of the CAPER. Mayor Guerrero opened the public hearing at approximately 7:05pm. There being no comments Mayor Guerrero closed the public hearing at approximately 7:05pm. No further action was necessary. 30.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against downtown implementation efforts including: cross - sections and streetscape standards for downtown streets; potential conversion of one -way streets to two -way; a comprehensive parking management strategy, and an economic development incentive policy that encourages reinvestment in downtown; hold discussion, and provide direction to Staff. Matthew Lewis, Director of Development Services, provided the Council with a presentation regarding downtown implementation efforts as previously captioned. Following the Staff presentation Mayor Guerrero opened the public hearing at approximately 9:42pm Ted Breihan, 134 Hillcrest and Business Owner on Edward Gary, spoke against the one -way, two -way conversion. He addressed concerns about getting onto 35 from LBJ and stated that Guadalupe St. was utilized far more than LBJ and how he believed it would lead to LBJ being blighted.
