Gonzalez, City Manager <br />City of San Marcos <br />630 East Hopkins <br />San Marcos, TX 78666 <br />RE: Contractual Agreement to Assist City Staff in Reviewing <br /> Municipal Utility District (MUD) Proposals <br />Dear Mr. Gonzalez: <br />Pursuant to our discussions and meetings, Community Land Resources, Inc ., <br />(CLRINC) is pleased to submit this contractual agreement for planning and <br />management services to assist the City of San Marcos in reviewing and ne- <br />gotiating municipal utility district (MUD) proposals. CLRINC will perform <br />these services on a time and materials basis not to exceed $10,000.00 (ten <br />thousand dollars) without additional authorization. <br />CLRINC will perform the following services as a part of this agreement: <br /> 1. Meet with City staff to discuss policy options and approach <br /> to individual MUD proposals. <br /> 2. Review preliminary engineering and creation reports for <br /> proposed MUDs and request additional information as needed. <br /> 3. Assist in the coordination of departmental review and review <br /> issues raised by each City department. <br /> 4. Prepare an analysis of the following alternatives: <br /> a. A City service plan (requires denial of MUD) <br /> 1) City service is assumed to be the preferred <br /> option in terms of not allowing a competing, <br /> separate taxing entity to form. <br /> 2) Financial analysis of service without annexa- <br /> tion, with annexation, and with limited purpose <br /> annexation will show short-term and long-term <br /> costs and benefits. <br /> 3) Compliance with City of San Marcos Master Plan, <br /> ordinances, and codes. <br /> Comprehensive Planning Consultants <br />Land Use .
