Approval of MUD subject to meeting City development standards <br /> 1) Creation of a MUD is assumed to be an acceptable <br /> alternative only in such cases that <br /> a) the City cannot annex and cannot physically <br /> extend utilities and other services within <br /> a reasonable time (2-3 years); or <br /> b) the City's bond commitments and the lack of <br /> capital from other sources, including capital <br /> recovery fees, prohibits the City from being <br /> able to make the short-term financial commjt- <br /> ment to extend utilities and other services <br /> to the subject property within a reasonable <br /> period of time (2-3 years). <br /> 2) Financial analysis of an in-City MUD versus no annexation <br /> for those cases in which annexation is an option. <br /> 3) Compliance with City of San Marcos Master Plan, ordinances, <br /> and codes. <br />5. Recommend to the City Manager and Director of Planning an alter- <br /> native including a service plan whether financed through the <br /> City or the MUD, with or without annexation, and with or without <br /> City services. <br />6. Meetings with City staff, applicants, Planning Commission, Zoning <br /> Commission, and City Council as necessary, requested, and author- <br /> ized. <br />Fee Schedule <br />Fees are billed in accordance with the time and materials necessary to <br />complete the scope of work. Time estimates are based on the following <br />hourly rates: <br /> Senior Planning Consultant $50 <br /> Planning Consultant $35 <br /> Assistant Planning Consultant $25 <br /> Planning Technician $20 <br /> Production Typist/Clerical $18 <br />Subcontractor fees are billed at cost plus fifteen percent (15%). <br />Materials charges are calculated at cost plus fifteen percent (15%) for <br />handling. <br />
