<br /> PART III <br /> PROJECT NARRATIVE <br /> A. COMMUNITY NEEDS ASSESSMENT <br /> The 1983 amendments to the Housing and Community Development Act require <br /> that each recipient of funds under Title I of the legislation prepare a <br /> statement of local housing and community development needs. Completion of the <br /> form below satisfies this requirement and must be filled out by all applicants. <br /> COMMUNITY DEVELOPMENT AND HOUSING NEEDS IDENTIFIED BY LOCAL PRIORITY <br /> The major community development and housing needs of the City of San Marcos, <br /> Texas has been identified as: 1.) The need for additional standard housing, <br /> especially for low to moderate income families, to meet present and future <br /> housing demands. 2.) The need for public facility improvements in declining <br /> neighborhoods. Several deteriorating neighborhood areas are in need of an <br /> adequate water supply, drainage facilities, streets, curbs and sidewalks. <br /> 3.) The need to locate housing out of areas with hazardous environmental con- <br /> ditions. 4.) The need to provide standard and accessible housing for the <br /> handicapped. 5.) Enforcement of building codes. 6.) The need to monitor to <br /> determine if neighborhood development Services are needed. <br /> NEEDS ADDRESSED IN THIS APPLICATION <br /> The needs addressed in this application re-emphasize those priorities identified <br /> through public hearings, exist ingstl1dies, and citizen concerns (petitions). <br /> The proposed work activities which are included in this application, streets, <br /> drainage, curb & gutter and housb_g are needs which have long been identified <br /> and worked on with prior federal assistance/MUD. <br /> The upgrading & improvement of public facilities will meet a basic human need <br /> and the housing rehabilitation program will address housing conditions of low <br /> to moderate income persons. <br /> To continue working on these needs will reduce the deteriorating of the two <br /> neighborhoods and will also improve the safety & public health in these area. <br /> NEEDS DETERMINED BY: DATE OF ASSESSMENT: <br /> I) PUBLIC HEARING Gi <br /> 2) COMMUNITY SURVEY ~ 1980 Master Plan <br /> 3) EXISTING STUDIES cr Needs Identification <br /> 4) OTHER [] Vll-9 <br /> -- n_- <br />
