<br /> Project Summary <br /> Public Facility Improvements <br /> The City of San Marcos has identified a need to improve public facility improve- <br /> ment to meet basic human needs which concern safety and health. This identifi- <br /> cation has been made through the City's Master Plan, citizen input both through <br /> citizen participation meetings and citizen petitions, and through a comprehensive <br /> urban renewal plan. A recent capital improvement program initiated by the City <br /> also identifies the need to provide some improvements to streets in the Victory <br /> Gardens and Dunbar areas. <br /> The extent of the work activity to be undertaken with each of the proposed streets <br /> includes structural strenghth of the street base, curb & gutter, erosion control, <br /> street widening, drainage & street surfacing. Some portions of the proposed <br /> streets have had some limited improvements both with City funds and HUD/CDBG grant <br /> funds. The present proposal submitted at this time is to complete in total what <br /> has already been initiated in previous years. <br /> The proposed activities address some concerns which have existed for a number of <br /> years, since the original roadways are in excess of 35 to 40 years old. The over- <br /> all improvements to the streets should create wider streets for anticipated in- <br /> creased traffic flow, and better erosion control and drainage in the proposed pro- <br /> ject area. Some of the contributing factors to the deterioration of the streets <br /> have been inadequate drainage, increased vehicular use, and an inadequate mainte- <br /> nance program. The concern with an inadequate maintenance has just been corrected <br /> by the San Marcos City Council with the adoption of a street maintenance program. <br /> This program was developed in collaboration with Texas A & M. Streets are cate- <br /> gorized in three classes, (1) no maintenance (2) general maintenance & (3) re-con- <br /> struction. The proposed streets in the application fall in the category of re- <br /> construction which calls for the restructuring of the roadbase, relocation of <br /> utility lines, curb & gutter to include drainage, re-surfacing and in some instances <br /> the acquisition of additional right-of-way. <br /> We anticipate that one of the proposed street improvement requires the displacement <br /> of one family, since the residential unit appears to encroach on the right-of-way. <br /> Hopefully the family can re-build their new home on the same lot. We do not anti- <br /> cipate that any special assessment will be involved in any of the TDCP funded pro- <br /> jects. <br /> Some of the indirect benefits to the community will be in the form of better vehi- <br /> cular flow, the improvement of one street that will eventually become a major <br /> carrier, and also a provision for better erosion control and drainage of the pro- <br /> posed area into Purgatory Creek. Other indirect & direct benefits include the <br /> following: <br /> (1) Promote the orderly & efficient development of the neighborhoods <br /> (2) Support stabilization & revitalization of the neighborhood <br /> (3) Promote public heaJth & safety <br /> (4) Provide adequate drainage facilities <br /> (5) Preserve a natural drainage course within the 100 year flood plain <br />
