28 Regular Meeting October 13, 1986 Page 4 Mayor Younger introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING THE PROPERTY ON ~~ICH THE OLD FISH HATCHERY BUILDING SITS AS PARKLAND AND ESTABLISHING AN EFFECTIVE DATE. Mr. Farr moved for approval of the Ordinance on second reading and Hr. Brown seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Kissler, Nicola. NAY: Younger. ABSTAIN: None. Mayor Younger introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING SECTION 2-31 OP THE SAN MARCOS CODE OF ORDINANCES BY ADDING ONE POLICE OFFICER TO AC- COMMODATE EXPANSION OF THE CRIME PREVENTION GRANT AND TWO FIREFIGHTERS AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for adoption of the Ordinance on third and final reading and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Kissler. NAY: Guerra, Nicola. ABSTAIN: None. Messrs. Guerra and Nicola both stated they were in favor of the two firefighter positions even though they were voting against the adoption of the Ordinance. Mayor Younger introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE MASTER PLAN OF SAID CITY BY AMENDING A PORTION OF MAP IV-I, FUTURE LAND USE PLAN, TO ADD MAP IV-IA (WHICH INCLUDES THE AREA COM- MONLY KNOWN AS PRIORITY AREA I), AND AMENDING ALL RE- FERENCES IN SAID MASTER PLAN FROM "MAP IV-l" TO "MAP IV-l AND MAP IV-IAII, AND DECLARING AN EFFECTIVE DATE. Mr. Brown moved for adoption of the Ordinance on third and final read- ing and Mr. Farr seconded the motion. The map was amended at first reading for the area in the vicinity of River Ridge and the Wyatt Tract. To accommodate amendments made by the Council, Mr. Parr moved to amend the Ordinance in SECTION 1 to add the following language: " . . a copy of said Map being attached hereto, subject to amendments made by City Council, and incorporated herein for all purposes," and Mayor Younger seconded the motion, which passed unanimously. Mayor Younger moved to amend the Ordinance by amending an area to high density residential, wherein the Northwest boundary is Holland Street, Northeast boundary is the current contour 0-.6 up to the intersection with the city limits sign, the Southwest boundary is the current high-density designa- tion, and the Southeast boundary is the current density designation and Mr. Guerra seconded the motion.
