<br />28 <br /> <br />Regular Meeting <br /> <br />October 13, 1986 <br /> <br />Page 4 <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, DECLARING THE PROPERTY ON ~~ICH THE <br />OLD FISH HATCHERY BUILDING SITS AS PARKLAND AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Farr moved for approval of the Ordinance on second reading and <br />Hr. Brown seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Guerra, Kissler, Nicola. <br /> <br />NAY: <br /> <br />Younger. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING SECTION 2-31 OP THE SAN MARCOS <br />CODE OF ORDINANCES BY ADDING ONE POLICE OFFICER TO AC- <br />COMMODATE EXPANSION OF THE CRIME PREVENTION GRANT AND <br />TWO FIREFIGHTERS AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on third and final <br />reading and Mr. Brown seconded the motion. On roll call the following <br />vote was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Younger, Kissler. <br /> <br />NAY: <br /> <br />Guerra, Nicola. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Messrs. Guerra and Nicola both stated they were in favor of the two <br />firefighter positions even though they were voting against the adoption <br />of the Ordinance. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance on <br />third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE MASTER PLAN OF SAID CITY <br />BY AMENDING A PORTION OF MAP IV-I, FUTURE LAND USE <br />PLAN, TO ADD MAP IV-IA (WHICH INCLUDES THE AREA COM- <br />MONLY KNOWN AS PRIORITY AREA I), AND AMENDING ALL RE- <br />FERENCES IN SAID MASTER PLAN FROM "MAP IV-l" TO "MAP <br />IV-l AND MAP IV-IAII, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for adoption of the Ordinance on third and final read- <br />ing and Mr. Farr seconded the motion. The map was amended at first <br />reading for the area in the vicinity of River Ridge and the Wyatt <br />Tract. To accommodate amendments made by the Council, Mr. Parr moved <br />to amend the Ordinance in SECTION 1 to add the following language: " <br />. . a copy of said Map being attached hereto, subject to amendments <br />made by City Council, and incorporated herein for all purposes," and <br />Mayor Younger seconded the motion, which passed unanimously. Mayor <br />Younger moved to amend the Ordinance by amending an area to high density <br />residential, wherein the Northwest boundary is Holland Street, Northeast <br />boundary is the current contour 0-.6 up to the intersection with the city <br />limits sign, the Southwest boundary is the current high-density designa- <br />tion, and the Southeast boundary is the current density designation and <br />Mr. Guerra seconded the motion. On roll call the following vote was re- <br />corded on Mayor Younger's amendment: <br />
