<br />27 <br /> <br />Regular Meeting <br /> <br />October 13, 1986 <br /> <br />Page 3 <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING APPENDIX B OF THE SAN MARCOS <br />CODE OF ORDINANCES BY REPLACING SECTION 4-1.3.a. WITH <br />A CHART THAT FURTHER CLARIFIES REGULATIONS IN THE <br />SIGN ORDINANCE TO CONFORM TO STATE LAW AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion. Jeff Hill, representing Gunnarson <br />Outdoor Advertising, stated they appreciated working out their dif- <br />ferences with the Staff on this matter. He advised the Council Mr. <br />Gunnarson recommended the Council consider amending the Ordinance to <br />meet State standards throughout the Ordinance. On roll call the Council <br />voted unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, REPEALING ORDINANCE NO. 1985-94 ~VHICH <br />GRANTED A CONDITIONAL PERMIT FOR THE SUNRIDGE PLANNED <br />UNIT DEVELOPMENT DISTRICT AND INCORPORATED THE PLANNED <br />UNIT DEVELOPMENT PLAN FOR THE SUNRIDGE PLANNED UNIT <br />DEVELOPMENT DISTRICT AS PART OF THE OFFICIAL ZONING <br />MAP OF THE CITY OF SAN MARCOS; ADOPTING AN ORDINANCE <br />OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE GRANTING OF A NEW PERMIT BY THE PLANNING <br />COMMISSION FOR A PLANNED UNIT DEVELOPMENT DISTRICT ON A <br />26.468 ACRE TRACT OF LAND OUT OF THE E. CLARK SURVEY #11, <br />AND THE R. H. WILLIAMS SURVEY #12, HAYS COUNTY, TEXAS, <br />LOCATED ON BISHOP APPROXIMATELY 300 FEET SOUTH OF RANCH <br />ROAD 12; APPROVING A REVISED PLANNED UNIT DEVELOPMENT <br />PLAN FOR SAID 26.468 ACRE TRACT; AND DECLARING AN EF- <br />FECTIVE DATE. <br /> <br />Mr. Farr moved for approval of the Ordinance on first reading and Mr. <br />Brown seconded the motion. Travis Phillips, one of the developers of <br />the property, stated they had changed their project to condominiums <br />for economic reasons. He stated the neighbors were invited to a meet- <br />ing to discuss the change and that two neighbors came to the meeting <br />and asked questions regarding drainage, which they addressed. Mr. <br />Guerra expressed concern for the removal of trees on the property. <br />Mr. Phillips stated construction had begun under the previous permit <br />and that vegetation was removed due to utility line cuts and trees <br />removed for necessary drainage improvements. Mr. Couch, the engineer <br />on Mr. Phillips' project, stated the drainage work was required to take <br />drainage off adjoining property. Mr. Phillips stated their project in- <br />structions were to comply with all requirements of the City. Ms. <br />Kissler asked where the landscaping would be, and Mr. Phillips stated <br />it would be done site by site and that there will be a buffer and fence <br />line to separate their project from Scharffe's development. Hr. <br />Phillips stated they had put in $800,000.00 in city utilities. He <br />stated they would develop some of the lots and sell some of the <br />lots. Mr. Gonzalez stated he would have information provided to the <br />Council from the Engineering Department regarding Mr. Guerra's concerns. <br />On roll call the Council voted unanimously for approval of the Ordinance <br />on first reading. <br />
